Responsibilities

Assist language testers with training and testing of IVR. Troubleshoot issues and update testing reports
Analyze and troubleshoot Interface testing issues from a technology and business process view. Interfaces are critical to UI Program claims, payments, fraud prevention, and federal and state reporting
Support detailed implementation plans for large modernization project including overall go live schedule, application testing, data migration, infrastructure, training, interfaces, data warehouse, security, technical go live steps, dry runs, upgrade period, help desk, go-no go decision criteria, and knowledge transfer
Analyze, and confirm accuracy of completion of implementation categories and steps
Provide weekly detailed reports and executive summaries
Facilitate interface and other technical troubleshooting meetings
User Acceptance Testing (UAT)Test Case Assignments using Mastercraft
Analyze accuracy of UAT Test Cases, testing progress, blocks, and results and provide detailed reports to management using Mastercraft and MS Excel
Work with program staff and stakeholders to develop test scenarios and test cases
Obtain and analyze correctness of test data from over 100 interface partners
Troubleshoot Interface testing issues from a technology and business process view. Interfaces are critical to UI Program claims, payments, fraud prevention, and federal and state reporting

Administrative Analyst Trainee 1: Four years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience
Administrative Analyst Trainee 2: Five years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy

Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State
While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified

This position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Senior Administrative Analyst/Trainee 1/2 if you have less than one year, you must be reachable on the current eligible list for this location, if one exists
One year of permanent or contingent-permanent as a Grade 12 or higher determined to be administrative by Civil Service
One year of permanent or contingent-permanent as a Grade 11 or higher determined to be similar by Civil Service
Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments
Candidates with no previous state service will begin at the starting rate of the salary range listed above
Employment at the Department of Labor is contingent upon the maintenance of a valid work authorization and necessary documentation to work legally in the United States
Due to operational requirements and funding considerations of various divisions/positions, there could be occasions in the future where unit assignments may change. Should this occur, it will not impact your title, salary or location
