County of Sonoma is looking to fill a Program Planning and Evaluation Analyst position within the Department of Child Support Services. The role involves supervising staff, ensuring compliance, and managing programs related to child support services.

Responsibilities

Supervising staff and providing guidance on case compliance, quality assurance, policies, and information security
Overseeing the mobile services and DCSS satellite offices, the Quality Assurance and Program improvement (QAPI), staff’s case management, and serving as the departments training coordinator by creating and updating procedures, desk manual policies, and new employee onboarding
Tracking, monitoring, and preparing performance and compliance reports, and presenting the data to internal and external stakeholders
Providing leadership with updates on federal performance measures, and practice indicators
Interviewing clients facing with social, emotional, financial, medical, and family problems to develop background and create an assessment of needs
Serving as a representative for case complaint resolutions and state complaint hearings
Monitoring statistical reports by OCSE, State DCSS, and completing the Quarterly Data Reliability Review
Participating in State and County workgroups to help with researching and analyzing legislation, policies, and best practices
Coordinating with State DCSS to prepare for compliance audits and implement corrective actions based on audit findings
Managing outreach activities, strategic initiatives, including social media, DCSS website, and organizational branding and marketing
Monitoring and presenting in media platforms including, the press, radio, and television

Required

You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position
Only qualified permanent and/or probationary Child Support Services employees on the eligible list may be eligible for referral to the department for the advertised position
Any combination of education, training, and experience which would provide the opportunity to acquire the knowledge and abilities listed herein
Graduation from a college or university with a degree in social work, gerontology, psychology, sociology, public health, health science, health education, community health, public policy, public administration, business administration, economics, or a closely related area
Two years of experience in program planning, staff development, program supervision, community organization, and/or analysis of human, health, and/or child support services programs
Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position

Preferred

Experience supervising and training staff
Experience leading and supervising projects, outreach activities, and organization branding and marketing
A working knowledge of compliance reports, case complaint resolutions and state complaint hearings
Expertise in case management practices and experience developing strategic initiatives
The ability to work with community agencies, diverse groups and clients facing social, emotional, financial, medical, and family problems
A strong understanding of legislation, policies, and best practices
Strong verbal and written communication abilities
Excellent Microsoft Office and customer service skills
