Legislative Analyst

Responsibilities

Assists the Deputy Director in coordinating, responding to and advising on legislative initiative established by the Department or which affect the Department
Develop, coordinate and execute legislative strategy in alignment with the Department’s mission and priorities
Prepares and administers briefings on legislative initiative as requested and ensure leadership remains informed about any associated legislative deadlines
Prepares timelines for internal review, discussion and submission. Consolidates and edits legislative responses, ensuring that they are complete and formatted appropriately
Serve as primary liaison to the Office of the County Executive and related governmental affairs partners on legislative matters
Ensures legislative response packages are submitted through the relative chain of commands within DPW&T for review and concurrence, forwarding to the Council Liaison or their designee as required
Drafts position statements, as requested by the Office of the County Executive, for agency leadership review, and forwards /coordinates with the Council Liaison or their designee
Coordinates preparation of testimony, talking points and briefing materials for executive leadership
Tracks, review and analyze proposed federal, state and local legislation for potential impacts
Performs special projects and policy analysis as assigned by the Deputy Director in support of the Department’s mission, goals and strategic plans
Reviews various Departmental policy, as requested, and assesses the scope, content and narrative application of procedures implied or specifically written to ensure consistency and compliance with County Laws and Administrative Procedures
Assist with providing technical assistance and research into subjects that affect the Department’s policies and procedures and advises on appropriate courses of application, to include editing and amending as necessary for policy sufficiency
Serves as the Policy Liaison for the Department and represents DPW&T to Federal, State and local area governmental agencies whose policies, laws, regulations and guidance impact upon the Department’s operations, activities, projects and programs
Liaises with County and other jurisdictional entities as required or assigned, to discuss and collaborate on policy initiatives

Required

Bachelor's Degree in computer science, mathematics, business or public administration or a closely related field
Three (3) years experience in managing product or service testing, monitoring service levels, inspections, benchmarking, creating metrics, evaluations, IV&V, quality reports, auditing, assessments, quality control activities, interfacing with configuration management, release management, troubleshooting, problem resolution, data or information analysis, in which at least one (1) year must have involved lead/supervisory duties
An equivalent combination of education, training, and experience may be accepted
Meet all training and performance standards and demonstrate proficiency as required by the agency
Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable
Successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable
Be willing and able to serve as an essential employee. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave
Eligibility to Work: Under the Immigration Reform and Control Act of 1986, an employer is required to hire only U.S. citizens and lawfully authorized alien workers. Applicants who are selected for employment will be required to provide and verify authorization to work in the United States without sponsorship

Preferred

5-7 years of experience with state governmental operations
Thorough knowledge of federal, state and local legislation
Extensive knowledge analyzing federal, state and local legislation
Extensive knowledge developing and executing legislative strategy
Thorough knowledge of policy creation and enforcement
Knowledge of the policies, practices, methods, objectives, and goals of the department
Knowledge and use of the English language with proper structure, grammar, spelling, and punctuation
Ability to demonstrate methodical planning skills, think analytically with keen attention to detail, apply proven problem-solving skills, and to exemplify diplomacy and strong negotiation skills
Ability to provide expert advisory and guidance to executive staff on legislative initiatives
Ability to exercise initiative and independent judgment in a variety of work situations
Ability to research various topics and compile facts and data accurately
Ability to make oral presentations before large groups of people
Ability to establish and maintain working relationships as necessitated by work assignments
