CDAC Executive Director
The Colorado District Attorneys' Council (CDAC) is seeking an Executive Director to lead and oversee the organization's operations. The role involves managing a team, advising District Attorneys, overseeing training programs, and serving as a liaison for legislative matters.
Government Relations
Responsibilities
Hire, manage and lead a focused and motivated team of attorneys, IT staff, and support staff in furtherance of the mission and objectives of CDAC
Prepare and manage CDAC budgets, including overseeing financial accounts, sources of revenue and ensuring fiscal responsibility
Advise, support and respond to the needs of elected District Attorneys on the CDAC Board and their respective offices
Apply for and administer grants and other funding from outside sources such as the federal government, state government, private foundations, and any other available sources and managing said grants, including grants that are administered by CDAC that assist district attorney’s offices statewide
Serve, support and respond to the direction of the CDAC Governing Board and report relevant progress, challenges and accomplishments of CDAC and its staff to the Board
Promote, foster, and encourage the development of professional prosecutors within the State of Colorado
Direct the collection, maintenance and dissemination of information concerning recent court decisions, changes in statutory law, and other information of assistance to prosecutors
Lead the planning and execution of all CDAC conferences and attorney training in coordination with CDAC attorneys and staff
Provide oversight for grant funded attorneys who manage the CDAC Ending Violence Against Women (EVAW), Traffic Safety Resource Prosecutor (TSRP) and Colorado Auto Theft Prevention Authority (CATPA) programs
Oversee the annual legislative update materials and trainings and other training publications and webinars
Ensure that CDAC provides legal research and assistance to prosecutors 24/7 to include assistance on motions and legal research. Support will also include working with the various offices, as needed, to provide attorney assistance to be deputized as a special deputy district attorney, with priority given to rural offices
Supervise and collaborate with all training attorneys within CDAC
In close collaboration with the CDAC Board, direct CDAC’s legislative policy strategy during the Colorado Legislature’s legislative session and throughout the year
Coordinate and lead CDAC’s legislative policy and lobbying team, representing CDAC and the CDAC Board at the Colorado General Assembly on legislative policy priorities and positions
Oversee the annual CDAC Legislative Committee and legislation priority selection process in collaboration with CDAC attorneys and staff
Engage as a primary point of contact with CDAC’s contract lobbyists, legislators, and other elected officials as needed
Participate in or appoint others to various committees and stakeholder groups related to CDAC’s legislative interests as necessary
Draft, edit and provide testimony on legislation as necessary
Advise and report to the CDAC Board on developments and strategies during the legislative session and throughout the year
Summarize and present relevant bills and ballot measures of interest for official CDAC positions to Governing Board at monthly Board meetings
Work closely with the CDAC Board, the CDAC Executive Board and the CDAC Board President on all legislative matters
Supervise the operation and management of the IT section (ACTION, CDAC website, eDiscovery, and other related projects) in collaboration with CDAC’s Chief Information Officer (CIO)
Coordinate with CIO on budgetary issues related to the IT section of CDAC and for annual budget requests to the state judicial department
Oversee eDiscovery contract and renewals with third party vendor
Serve as Statutory Board member of the Colorado Integrated Criminal Justice Information System (CICJIS) along with representatives from DOC, CBI, State Judicial and DYC
Collaborate with CIO and Governing Board members to set IT department priorities and projects each year
Direct ongoing enhancements and modernization of CDAC IT products and services
Collaborate with and supervise CDAC’s Communications Director on all media strategies and responses
Serve as primary media resource when subject matter interviews or commentary are requested by local or national media
Engage elected district attorneys in media responses as needed
Consult and advise district attorneys on media issues
Oversee CDAC Communications Director tasks related to press releases, fact sheets and legislative summaries for use by district attorneys or CDAC staff as needed
Oversee enhancement and modernization of CDAC’s website with Communications Director and IT staff
Identify and develop opportunities to educate and engage media and the public on criminal justice issues
Develop and nurture local media relationships to enhance CDAC and district attorney messaging on issues of importance
Develop and nurture relationships with local law schools to recruit and develop future prosecutors
Collaborate with elected district attorneys on statewide messaging campaigns and emerging concerns
Organize and lead annual congressional meetings in Washington DC with a cadre of elected district attorneys related to criminal justice issues of concern to Colorado prosecutors
Actively engage and participate in National Association of Prosecutor Coordinators (NAPC)
Maintain ongoing relationships and partnerships with the National District Attorneys Association (NDAA)
Foster and maintain productive relationships with Colorado’s U.S. Senators, U.S. Representatives and their staff
Qualification
Required
Must have a J.D. or equivalent degree from an accredited law school
7+ years prosecution experience, including 5 years or more in Colorado
Extensive knowledge of Colorado Criminal Law, Colorado Criminal Procedure, and Colorado Ethics
Legislative and public policy experience
Familiarity with and experience in developing and delivering professional training programs
Strong interpersonal skills
Superior oral and written communication skills
Public relations experience and strong public speaking skills

Management experience to include management of a team of employees and experience with personnel, human resources, performance management, conflict resolution and the like
