Program Coordinator II (Limited Term) - (Public Health - Social & Mental Health Programs)

The City of Pasadena Public Health Department is seeking a Program Coordinator II to work within the Social and Mental Health Division. This role involves providing program oversight and operational support for various mental health and supportive services programs, focusing on individuals experiencing homelessness and ensuring they receive timely support.

Responsibilities

Plans, organizes, directs, and coordinates the activities of assigned programs, including case management and linkage to mental health care, substance abuse services, housing, and other community-based programs, as well as community outreach and education
Prepares and monitors budgets, including budgets involving grants, contracted services, and federal and state funding. Also, prepares and submits budget requests for grant programs; estimates future needs of the program in terms of personnel, equipment, supplies, and space
Consults with superiors on priorities and availability of funding and other sources; develops grant proposals and sustainability plans; monitors expenditures; may negotiate contracts with subcontractors
Assigns and coordinates work; evaluates performance of subordinates and recommends disciplinary action; addresses participant and public grievances, complaints, and concerns
Evaluates and supports grant program needs and develops an effective program; ensures program objectives are tracked and data entry accomplished, develops and implements policies and procedures within area of responsibility
Keeps current on federal, state and local laws, regulations, policies, and procedures that govern program operations; disseminates knowledge to staff and ensures compliance on a continuous basis
Assists in the recruitment and selection of staff, interns, and/or volunteers; represents the City in the community and at interdepartmental, interagency, and professional meetings
Leads case management teams to trauma informed practices and provides whole person care
Leads case conferences and other meetings to ensure progress on program goals; reviews program participants’ care and linkage plans and makes recommendations; reviews and approves applications for emergency financial assistance to prevent evictions and homelessness
Develops effective public participation strategies and activities and establishes effective working relationships with community groups or representatives, or agencies related to or affected by the activities of the assigned program
Makes presentations to community groups; participates on committees and task forces to interpret/exchange information and to ensure cooperation in achieving goals
Oversee staff scheduling and training for the daily field outreach and case management. Develops and implements operation protocols for field outreach and case management services

Required

Bachelor's degree in public health, public administration, social work, psychology, human services, or a closely related field
Two years of professional experience managing a social service program
Strong supervisory and organizational skills
Familiarity with cultural experiences of program participants
Strong verbal and written communication skills
Ability to collaborate and build partnerships with clients, grant funders, and community members
Knowledge of federal, state and local laws, regulations, policies, and procedures that govern program operations
Ability to lead case management teams to trauma informed practices
Ability to develop effective public participation strategies and activities
Ability to make presentations to community groups
Ability to oversee staff scheduling and training for daily field outreach and case management

Preferred

Experience working in trauma informed settings
Lived experience or personal knowledge of homelessness
Bilingual Spanish/English proficiency
