Medicaid Audit Director
The North Carolina Office of the State Auditor is seeking an Audit Director to lead the Medicaid Audit Division. This role involves overseeing audits of North Carolina’s Medicaid program operations and ensuring compliance with applicable standards and regulations.
Responsibilities
Execute officewide strategic plans related to Medicaid oversight
Staff, train, develop, and conduct performance management for the Medicaid Audit Division
Oversee the planning, organization, and execution of the Medicaid audit portfolio
Direct the preparation of high-quality Medicaid audit reports that meet GAGAS and the Office of the State Auditor standards
Manage audit budgets, resources allocation, and timelines for all Medicaid Audit Division related engagements
Qualification
Required
A bachelor's degree with twelve semester hours in accounting from an appropriately accredited institution
Six years of experience in auditing/accounting or program evaluation
Three years serving in a role as an audit lead or supervisor
Extensive knowledge of GAGAS, federal and state Medicaid laws, CMS regulations (42 CFR), State Plan requirements, waivers, and managed care rules
Ability to brief the State Auditor, legislators, DHB leadership, CMS, and other officials on complex Medicaid issues
Knowledge of Medicaid data systems including T‑MSIS, MMIS/MES, PHP encounter submissions, and rate‑setting data
Strong written and verbal communication skills tailored to Medicaid policy, operations, and financial oversight
Preferred
Certified Public Accountant license issued by the State of North Carolina
Eight years of auditing under the Government Auditing Standards (Yellow Book)
