Responsibilities

Provides oversight of financial accounting services as technical lead accountant for one or more organizational accounting functions which include, but are not limited to: Revolving Fund Management, Leave Account Management, Facility Account Management, Construction in Progress (CIP), Unliquidated Obligations (ULO), Monthly Distributions
Responsible for the oversight and management of maintenance of accounting records required in CEFMS
Prepares accounting input data for a project-funded revolving-fund based organization
Analyzes accounting input generated by subordinates and other organizational elements for propriety
Interprets database input and output listings and works to resolve problems caused by the accounting system with system specialists and local programmers
Interprets accounting directives (Public Laws, OMB Circulars, DOD, Army, and Corps of Engineers regulations and policies)
Primary POC for financial advice and recommendations based on law, regulations and professional knowledge of accounting practices
Interprets accounting requirements and implements them in accordance with guidelines and procedures
Establishes and/or oversees the establishment of cost accounts and advises program managers in connection with those accounts
Exercises control over funds to control and prevent violation of 31 U.S.C. 1517 (Anti-Deficiency Act)
Certifies propriety and availability of funds prior to the release of the obligation document
Initiates and recommends procedures and policies to prevent waste, fraud, and abuse of resources
Performs supervisory leadership functions relative to accounting functions in the organization and for technical teaching and mentoring to subordinates and non-financial professionals elsewhere in the District
District accounting point of contact for Chief Financial Officers’ (CFO) Act implementation and review in the District
Oversees preparation, analyses, and review of accounting reports that are submitted to HQUSACE, U.S. Treasury, Army, and GAO

Required

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement
One (1) year of specialized experience which includes interpreting accounting information to maintain compliance with overarching rules, regulations, or policies; providing financial accounting services to management and stakeholders; and identifying and/or resolving financial management problems
One-year probationary period may be required
Business travel required up to 20% of the time
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
Position is designated as Non-Sensitive-No access security clearance
Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012
This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter
You will be required to provide proof of U.S. Citizenship
Direct deposit of pay is required
Payment of Permanent Change of Station (PCS) costs may be authorized, based on a determination that a PCS move is not in the Government interest
