Mission Manager for Space Sensing: Z Program, Space Science and Security (SSS) - Active Security Clearance Required

Responsibilities
Manage and coordinate work across the different Space program APL areas in support of the Space Sensing mission area, including funding oversight
Oversee and track project execution plans for the program’s assigned research and development projects
Serve as the point of contact for relevant USG stakeholders and Commercial Partners associated with the Space Sensing mission area and sponsors as defined by the Program Leader
Represent the SSSP on space sensing topics with sponsors and other U.S. Government organizations, traveling as necessary
Partner with USG stakeholders, develop an integrated strategy for the Space Sensing mission area and national security needs
Deliver assessments and technical gaps in the space sensing community, leveraging outreach to partner institutions as appropriate
Lead and develop new program opportunities and build new research proposals for LLNL to lead in collaboration with potential sponsors and customers
Exercise judgement to maintain and ensure appropriate quality standards of highly complex projects for all the program’s research and development activities
Work includes reviewing, coordinating, and approving deliverables, publications, and presentations
Lead and develop innovative concepts and provide expert leadership, technical vision, and strategic planning for both analytic and scientific research and development environments
Provide briefings to senior management and senior U.S. Government decision makers on overall impact and approach
Perform other duties as assigned
Qualification
Required
This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that your current active Q or Top-Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top-Secret clearance
Master's degree in physical science, engineering, political science, economics or a related discipline, or the equivalent combination of education and related experience
Expert knowledge of space sensing systems, spacecraft engineering practices, modeling and simulation tools, and experimental facilities
Expert knowledge of the space sensing community, working with wide range of stakeholders, and expert in multi-agency collaboration
Expert knowledge of space optical systems, with deep experience managing remote sensing products to include both hardware and software
Substantial experience managing, leading, and supervising large multidisciplinary projects and teams for external programmatic sponsors to meet deliverables
Substantial experience working closely with US government decision makers and commercial partners to develop remote sensing solutions
Demonstrated knowledge of Intelligence Community (IC) needs and practices, including Sensitive Compartmented Information (SCI) security marking, intelligence oversight and compliance, and related security practices
Advanced verbal and written communication skills necessary to effectively present, explain, and advise senior management and external sponsors and customers, including preparing and presenting proposals and reporting results
Demonstrated ability to motivate and collaborate with other personnel effectively in achieving project objectives
Substantial experience working in a classified environment with highly complex, multi-agency security requirements and with both classified and unclassified subject matter
Preferred
PhD in physical science, engineering, political science, economics or a related discipline
Experience formulating, proposing, winning, and managing a multi-million-dollar portfolio consisting of several projects funded by different sponsors, and significant experience simultaneously managing and leading several projects that require in-depth engineering support and experience
Ability and willingness to study and learn new advances in specific topics, expand personal expertise, and apply increased understanding to propose new lines of investigation
