International Program Manager
The University of Texas System is a long-standing institution dedicated to improving lives through education, health care, and research. Responsibilities
Serve as the central point of contact for UT System international travel risk, health, safety, security, and associated insurance matters
Actively engage with the field to share resources, benchmarking data, and best practices with the institutions
Take active roles within and provide leadership to key professional communities, including Pulse: International Safety and Security Professionals in Higher Education, University Risk Management and Insurance Association, the Overseas Security Advisory Council, and The Forum on Education Abroad
Collaborate with high-level administrators, international educators, travel managers, and risk management professionals at each of UT’s thirteen institutions to develop, implement, and standardize comprehensive Systemwide policies, procedures, and practices relating to international travel, focusing on risk management, University liability, emergency preparedness, and crisis response
Champion UTS 190: International Travel Policy awareness and implementation
Establish a framework for international oversight that includes high risk travel and review criteria for diverse portfolio of faculty, staff, and students, including independent research and non-credit bearing activities
Monitor compliance, address interpretation and clarification questions, and suggest revisions as needed
Recommend to executive leadership when short-term travel restrictions, program closures, evacuations, or elevated approval protocols are warranted, while keeping in mind the essential international business, medical, and research missions of the institutions
Liaise with various brokers and services providers to ensure adequate travel accident & sickness, security evacuation, foreign voluntary workers’ compensation, Defense Base Act, auto, and general liability insurance coverage is in place for travelers and University activities abroad
Full capacity to negotiate insurance benefits and assistance products to meet Systemwide needs
Assist with writing and revising associated operational contracts
Guide activities of UT System Administration’s International Oversight Committee and lead high risk travel processes for UT System Administration
Conduct detailed reviews and provide health, safety, and security assessments for Systemwide travel requests upon request
Coordinate consultations for safety planning and risk mitigation as needed
Serve as 24/7 crisis manager for UT System, leading and advising institutional contacts in response to significant international emergencies, assisting institutions with individual case management and crisis intervention support for UT students, faculty, and staff abroad, and coordinating with emergency assistance provider and insurers as needed
Liaise with External Relations as needed to address media inquiries and/or reporting about various international incidents
Conduct daily monitoring and research of world events, threat intelligence, security trends, health and safety issues, and legal decisions affecting international programs in higher education
Share timely analyses and assessments with institutions as warranted
Monitor major changes to Title IX, Clery Act, Violence Against Women Act (VAWA), sanctions, export control, and privacy legislation as they pertain to international activities
Provide health, safety, and security training for key institutional international risk contacts, administrators, and crisis managers
Design training for student, faculty, or staff travelers and institutional International Oversight Committees upon request
Assess training needs and develop training materials and associated strategies
Organize exercises to gauge response capabilities and identify areas for growth and improvement
Prepare institution partners for site visits as needed
Conduct on-site international risk assessments, upon request, with focus on high risk travel analysis, emergency preparedness, and crisis management
Oversee collection of Systemwide international travel survey or audit data and information, and maintain websites and electronic resources related to international risk management and insurance programs
Qualification
Required
Bachelors degree in a related field, 5-7 years related experience
Computer experience including Word, Excel, and PowerPoint
Previous work experience associated with essential job functions
Equivalent combination of relevant education and experience may be substituted as appropriate
Preferred
Master's degree preferred
Military, government, IGO/NGO, Peace Corps, education abroad, and/or extensive international travel experience preferred
Higher education experience preferred
Crisis management experience preferred

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.
