Expansion Project Administrator

Broward County Government is seeking a qualified candidate for the position of Expansion Project Administrator in the Development - Planning Division. The role involves assisting with the transition of advanced planning studies to implementation, managing projects, and leading the development of airport standards for high-profile projects.

Responsibilities

Assist the Capital Project Management Administrator with the transition of advanced planning studies to the implementation and delivery phase
Provide technical review and manage projects such as: Procurement and Design for Master Plan projects, Project Construction Phasing and Implementation, Operational Readiness, Activation and Transition (ORAT) Planning and Program Implementation, Developing Opening Day Strategies, System Integration and Verification
Prepare Board Agenda Items to solicit and negotiate professional services and amendments to professional service agreements
Develop or revise policies associated with the coordination, tracking and reporting of program progress
Develop procedures and performance standards for processes related to Program
Provide technical direction to Consultants, Designers, Project Managers and other staff involved in the Program
Prepare, estimate and control budgets and provide budget reports
Coordinate all project resources
Assemble key personnel for projects
Coordinate with various local, state and Federal agencies
Perform other duties as assigned
Manage, develop, mentor, and advise subordinate project managers to ensure their professional growth, adherence to policies/procedures, and timely work completion
Prepare and administer the Regional Capital Program Budget and Regional Capital Program Management Section operating budget
Provide technical process information and regulatory compliance recommendations to management and operations staff; prepare initial cost estimates for each project; prepare, enter, and monitor agenda items for award of contracts
Prepare and secure all prerequisites from Consultant or Contractor for the issuance of a Purchase Order to begin work (completed and signed agreements insurance documents, bonds)
Review and approve pay applications, change orders, amendments to contracts and agreements; review and approve design and construction schedules for the duration of the project; plan, coordinate and direct the work of subordinates as required by work assignment
Review staff work; perform analysis and prepare reports to senior management
Develop contracts and grants policies, procedures, and schedules; perform Contract Management/Administration for absent staff; develop analysis of timeline schedules of common work activities
Review data on the agencies existing work order system and reports discrepancies, make recommendations for collecting and entering data; evaluate and review reports and documents for correctness, completeness and timeliness; counsel Consultants/Contractors regarding the various County requirements and procedures; aid and assist County and Consultant staff as needed

Required

Requires a Bachelor's degree from an accredited college or university with major coursework in architecture, engineering, construction management or closely related field
Requires four (4) years overseeing contracts in architecture, engineering, and/or construction management which involved design/construction projects or closely related experience
Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) in order to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA)
All candidates must complete an extensive work history verification, criminal background check, including fingerprinting
Post-offer physical examination including drug testing
Ability to maintain authorization to drive a County vehicle
Ability to obtain and maintain a Security Identification Display Area (SIDA) Badge
The Aviation Department operates under a Drug-Free Workplace Policy in compliance with the provisions of the Federal Drug-Free Workplace Act of 1988
All Aviation Department employees must possess the ability to interact courteously with the public, Airport/product vendors, contractors, managers and coworkers to maintain a professional work atmosphere by acting and communicating in a manner that promotes a positive work environment
Must have good customer service skills and the ability to provide solutions in a fast-paced environment, whether working independently or as part of a team
Must be analytical and detail oriented with good troubleshooting and problem-solving ability and possess strong written and verbal communication skills

Preferred

Master's Degree in Planning, Civil Engineering-Construction, Engineering, Architecture, Aviation or closely related field
Doctoral Degree in Planning, Civil Engineering-Construction, Engineering, Architecture, Aviation or closely related field
Professional Engineer (PE), Professional Geologist (PG), Geographic Information System Professional (GISP), American Institute of Certified Planners (AICP) or Registered Architect (RA)
Any Airport related FAA/AAAE/ACI Certificate
Related certificate or license in Project Management, Construction or related field
2+ years of experience in aviation-specific environment
2+ years of experience working in Project Management
2+ years of experience in FAA/Regulatory environment
2+ years of experience in Airport Terminal Facility Design
2+ years of experience in Airport Construction
