Finance Manager - Budget

NEOGOV is seeking a passionate and innovative leader to serve as its new Finance Manager over the Budget Division in the Finance Department of the City of Rancho Cucamonga. The Finance Manager will oversee the annual budget process and collaborate with various departments to ensure compliance and provide strategic financial insights.

Responsibilities

Oversees and leads the Budget division of the Finance Department
Leads the coordination of the annual budget process, collaborating with other departments to gather input and set priorities and to develop detailed cost estimates for staffing, operations, and capital projects; justifies budget recommendations with appropriate documentation and rationale
Oversees the integrity and optimization of the City’s enterprise financial systems; manages system configuration review, testing, training, and cross-division quality assurance to ensure accurate, efficient, and compliant financial operations
Oversees and develops revenue projections and estimates used in connection with the annual budget; monitor and analyze revenue trends and variances; provide forecasts and recommendation to City Management
Monitors expenditures and contractual obligations to ensure compliance with approved budgets; identify and report variances and recommend corrective actions as necessary; review and approve budget adjustments and transfers, requisitions, purchase orders, and other financial transactions; ensure proper documentation and justification for all changes
Provide opportunities for professional growth and development within the Finance Department

Required

Requires a Bachelor's degree from an accredited college or university in accounting, finance, business administration, or a related field
At least five years of professional and technical governmental accounting experience, including a minimum of two years in a supervisory capacity within municipal finance
A total of four years of professional-level experience in accounting, finance, or a related field, along with five years of professional and technical governmental accounting experience—including a minimum of two years in a supervisory capacity within municipal finance—may be substituted for the Bachelor's degree requirement
Advanced principles and practices of general and governmental accounting, municipal finance, budget preparation and monitoring, cash flow, revenue forecasting, laws regulating public finance and fiscal operations, fiscal record-keeping, payroll, cashiering, business licensing, journal entries, accounts receivable, accounts payable, transient occupancy tax, and billing
Knowledge of accounting and financial record-keeping principles, payroll administration, employee supervision, training, evaluation, motivation, and discipline, applicable federal, state, and local laws, codes, and regulations, automated financial management, and accounting systems, and customer service techniques
Possession of or ability to obtain a valid Class C California driver's license and maintain a satisfactory driving record

Preferred

Designation of Certified Public Accountant (CPA) is desirable

Retirement – California Public Employee's Retirement System (CalPERS)
Medical - $1,400 per month City paid

Deferred Compensation – 4% of base salary. City will match up to 2% of monthly base salary per month.
Life Insurance - $50,000 City paid
Administrative Leave – 85 hours per fiscal year
Vacation - 80 hours per year increasing to 180 hours after 15 years of service. Buyback option of up to 160 hours per fiscal year.
Holidays - 14 paid holidays including three discretionary holidays
Sick leave - 120 hours per year
Personal Leave– 40 hours of sick leave or vacation time may be used for personal leave per fiscal year
Bereavement Leave– 80 hours paid bereavement leave as needed
Tuition Reimbursement - $2,300 per fiscal year
