Responsibilities

Responsible for the physical security of TxBD and its holdings, including communication and business systems
Ultimately responsible for protecting persons, assets, infrastructure, and technology
Maintaining a safe and secure environment for employees and visitors by developing, establishing, and enforcing safety and security policies and procedures
Implementing programs and processes to ensure a secure facility through physical security measures, including access control, accident prevention, fire safety, emergency management, and asset protection
Conducting investigations to prevent or solve fraud or other criminal acts that directly impact TxBD systems and assets, employees, Depository Account Holders (DAH), or assets held in trust at TxBD
Preparing detailed reports and communicating findings to the Comptroller’s Office
Providing protection of TxBD or DAH assets during transportation operations
Coordinating and cooperating with local, state, and federal law enforcement agencies for interstate and intrastate transportation of precious metals and investigations
Conducting and/or overseeing criminal investigations related to alleged violations of tax laws, rules, and regulations
Conducting surveillance and background investigations
Conducting undercover operations
Identifying, contacting, and interviewing complainants, suspects, and witnesses
Identifying, investigating, and interrogating individuals suspected of criminal activity
Locating, contacting, interviewing, and taking statements from witnesses, suspects, and individuals with knowledge of tax fraud
Conferring with local, state, and federal law enforcement agencies to obtain or provide information concerning criminals and criminal activity
Working with county and district attorneys and/or federal prosecutors to respond to and prepare for effective prosecution efforts
Evaluating, summarizing, and preparing investigative reports for prosecution
Receiving reports of incidents, complaints, or infractions; conducting investigations; preparing reports; and recommending appropriate actions
Answering inquiries pertaining to legal, policy, or procedural information and maintaining and promoting engagement with the general public and various entities
Executing court orders and serving warrants and civil processes in the confiscation of assets, property, equipment, or contraband
Testifying in administrative and criminal court proceedings
Serving as a team lead by providing direction to others, as needed
Performing other related work as assigned

Required

Graduation from an accredited four-year college or university with major coursework in accounting, business, criminal justice, or a related field is generally preferred
Experience in performing financial investigations or financial audit or tax enforcement work
Must be certified as a Texas peace officer by the Texas Commission on Law Enforcement
A valid Texas (or state of residency) driver's license, current proof of automobile insurance and a satisfactory driving record are a condition of employment
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job
This position requires the incumbent to be physically fit in order to perform an arrest
This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out investigative duties
It requires extensive computer, telephone and client/customer contact
This position requires the ability to bend, stoop, kneel, and reach as needed for filing and similar routine office duties
The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies
It requires the stamina to maintain attention to detail despite interruptions
Marginal or corrected visual and auditory abilities are required for reading printed materials and computer screens and communicating with internal and external customers, including identifying objects and people clearly while reporting in the field
Must be able to meet the color vision requirements
The individual must be able to transport a tablet and printer to the assigned locations to conduct the necessary enforcement field work
The individual must be able to lift, pull, physically handle, and transport records, documents, boxes, and related information, weighing up to 50 pounds when required
This position requires the ability to travel
The individual must be able to sit for long periods of time while traveling to and from assigned destination
