Responsibilities

The Arbitrary product owner (PO) role is responsible for the execution of a subset of Systems and Software Engineering scope for the AN/TPY-2 Programs. The PO is responsible for the management, coordination, and execution of the technical, cost and schedule for their team. This includes task planning to create milestones and schedules, tracking earned value and managing competing priorities
Typical activities executed by the Arbitrary teams include system performance gap analyses and trade studies, architecture definition, design, prototyping, software development, integration, and test and analysis for new or enhanced system capabilities
The successful candidate will be expected to build the team’s abilities and be able to work with both internal and external customers. They will also be expected to support proposal efforts in support of new business and have knowledge of the financial status and planning for the team
Capability/Feature Design for Arbitrary Waveform Generation
Capability/Feature Design for Calibration/Diagnostics
Requirements development and detailed design packages
Prepare briefings for customer working groups and PDR/CDR presentations
Perform software development including requirement explanation, Q&A handling, and performance analysis of feature implementation to gauge whether the feature is complete and meetings design expectations
Verify backlog readiness for planning and execution

Required

Typically requires a Bachelor's in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience
Experience leading a technical effort and executing technical, cost and schedule performance
Experience with current Missile defense programs with specific experience in large, complex systems
Experience developing software in a team-based development environment, preferably using the Agile Scrum or Kanban framework
Experience in the field of Engineering, including any of the following: System Requirements definition and analysis, System Test and Analysis, Systems Engineering, Software Engineering, Software Development, Software Test and Analysis working with MATLAB, C/C++, Ada, Java or DOORS
The ability to obtain and maintain a U. S. government issued security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Preferred

Excellent communication, technical writing, oral presentation, and interpersonal skills
Proven ability to interface with customers and lead technical solutions to complex user requirements
Prior experience with the AN/TPY-2 System and/or Missile Defense programs
Ability to understand radar systems technology in the areas of radar design and analysis, and systems engineering development
Familiarity with Integrated Product Development System (IPDS) and CMMI-compliant Gate Reviews, (particularly associated with SRR, PDR and CDR)
Knowledge of and ability to work within the Agile Scrum development practice
Proven experience with current Missile defense programs with specific experience in large, complex systems
Ability to work in a fast paced, dynamic environment with time-critical requirements
Knowledge of Earned Value Management principles and metrics
