The Iowa Department of Education is dedicated to ensuring all students experience a world-class education. They are seeking a Community Engagement Consultant to lead the Course to College Coaching program, focusing on program planning and execution supported by AmeriCorps grants.

Responsibilities

Perform professional level program planning work as part of a comprehensive plan to assist community-based efforts to increase higher education attainment in the state
Plan and lead the Bureau's work for the Course to College Coaching program, supported by the AmeriCorps grant(s), including:
Developing and executing an annual work plan for the program and associated components
Establishing and submitting all program deliverables
Developing training, technical assistance and site/member monitoring, including travel to partner sites; and
Planning and implementing member and site recruitment, selection, placement and development
Ensure project goals are being consistently supported, by:
Developing and maintaining quality AmeriCorps member recruitment, selection, placement and development within host sites
Monitoring the implementation and progress of AmeriCorps service projects through review of site progress reports and site visits
Developing and reviewing the program evaluation plan according to the objectives outlined in the AmeriCorps grant requirements
Collecting and monitoring performance and outcomes measures at the state and site levels; and
Working closely with other agency departments and projects to share best practices and coordinate efforts to support host sites; and
Developing strong working relationships with and serve as a trusted resource for school districts, site supervisors and members
Establish project deliverables, training and technical assistance and site/member monitoring systems for the AmeriCorps Grant(s). Offer technical assistance to applicants and host sites via phone calls, webinars and site visits. Lead the development of member training and service orientation. Must be willing to travel within the state of Iowa and out of state for required conference and trainings
Monitor compliance with all aspects and terms of the grant. Prepare all required reports for the program, AmeriCorps grant(s), the section chief, and the project partners. Assist in dissemination of all data and evaluation reports
Provide information about the program to interested stakeholders; serves as a project advocate. Collaborate with other organizations on relevant program activities, ongoing monitoring, quality improvement and evaluations tasks
Research and maintain up-to-date knowledge of best practices, strategies and trends in college readiness, access and success, and other related subjects. Contribute to and consult on publications and outreach efforts

Required

Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility)
A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience
A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience
Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1
Passion for accomplishing common goals in pursuit of public service
Experience in college access, youth development and/or educational programming
Knowledge of and experience with federal grants
Ability to work independently, moving projects forward with minimal supervision
Strong written and verbal communication skills
Ability to interpret and break down highly technical language, and present information in an understandable manner
Ability to manage complex work processes and information for compliance and impact
Strong conflict resolution and interpersonal skills
Desire to work with diverse teams and stakeholders

Preferred

Experience with AmeriCorps grants or service
Experience in large-scale project implementation
Experience with Google Suite
Experience with Salesforce, eGrants, IowaGrants, Qualtrics
