Assistant Director of Engineering

City of Midlothian is seeking an Assistant Director of Engineering to manage operations in the Engineering Department. The role involves overseeing project management, budget management, and compliance with engineering standards for municipal projects.

Responsibilities

Provides highly technical assistance and coordination with the Director of Engineering & Utilities, various City departments and support staff, consultants, developers, government agency representatives, and the general public related to project management and review of both private and public works projects
Responsible for managing operations, employees, and ensuring compliance and efficiency in the City’s Engineering Department
Develops department budgets with the Director of Engineering & Utilities, and is responsible for managing the department’s budget by monitoring spending, making necessary adjustments, and forecasting future budget needs
Responsible for management of the City’s capital improvements program (CIP), to include all phases of project development, planning, budgeting, design, review, bidding, awarding, construction, contract administration, inspection and project closeout for roadways, stormwater drainage, and other municipal capital improvement projects
Performs engineering review of all proposed private developments and evaluates engineering-related issues during the project design and construction phases; investigates and evaluates alternative solutions for paving, drainage, water, and sanitary sewer
Responsible for managing property acquisitions, including securing necessary rights-of-way and easements needed for capital projects. Coordinates and communicates regularly with affected property owners during this process
Assists in short- and long-range planning for the Engineering Department, which includes the City’s roadways, and drainage capital improvement projects and requires coordinating, communicating, and negotiating contracts with various entities, including the planning and budgeting of capital improvements and managing staff
Assists in the administration of the City’s impact fee program and other various programs and plans
Responsible for attending Planning and Zoning Commission, City Council, and other meetings as required or necessary
Responsible for contract negotiations and management of professional services agreements with consultants
Assists the Director of Engineering & Utilities and Assistant City Engineer with Development Review Committee (DRC)-related meetings and reviews, to include zoning, site plan, specific use permit, platting (preliminary and final), driveway spacing, and other related development submittals
Prepares and submits reports and information to the City Council, various boards and commissions, the general public, and as required for regulatory entities
Communicates and coordinates regularly with City Council, various boards and commissions, management, the general public, consultants, developers, other departments, and others as needed
Performs all other duties as assigned

Required

Bachelor's degree in Civil Engineering, or a related field, from an accredited college or university
Five (5) years' experience which required supervising, designing, planning, and directing municipal projects related to engineering, including three (3) years in a supervisory capacity
Advanced knowledge of city and departmental practices, procedures, systems, and federal, state, and local laws, regulations, codes, ordinances, and best practices relating to supervisory principles and practices; project management methods and practices; contract negotiation and problem solving; budget management principles; and engineering operations
Extensive knowledge of roadway design, drainage, environmental permitting, and rights-of-way/easement acquisitions
Advanced ability to read a variety of materials and deal with system of real numbers, practical application of fractions, percentages, ratios/proportions, and measurement and to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech
Skilled in reading and interpreting engineering plans, blueprints, drawings, and schematics; preparing clear and concise reports; and speaking and presenting information to groups of varying size
Skilled in reading and interpreting engineering specifications
Ability to effectively supervise staff in a proactive, appropriate, and productive manner
Ability to regularly interact with others and exchange and receive information, providing effective and tactful customer service, and work independently with a high level of discretion
A comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization
Ability to correctly interpret, explain, and apply laws, rules, operations, practices, procedures, regulations, and policies
Ability to allocate and utilize available resources in a cost-effective manner

Registered Professional Engineer (P.E.) in the State of Texas

Preferred

Master's degree in Civil Engineering, Public Administration, or a related field, from an accredited college or university
Experience managing the operations of a municipal engineering department
