ANALYST III
The California Department of Developmental Services is seeking a senior-level Analyst III to support the Chief of Human Resources. This role involves analyzing complex issues and advising leadership on policy, budget, and workforce matters that influence departmental decisions.

Support the Chief of Human Resources with high-impact policy, budget, and workforce analysis that shapes department-wide decisions
Work closely with executive leadership to review legislation
Evaluate budget and classification proposals
Ensure HR programs align with civil service laws, rules, and regulations
Play a key role in coordinating work across HR programs
Help move executive priorities forward
Qualification
Required
Must have experience reviewing or interpreting laws, regulations, or policies and assessing their impact on Human Resources programs
Must include knowledge or experience with Budget Concept Proposals, drafting executive-level memorandums, correspondence, or briefing materials on sensitive or complex topics
Must have lawful authorization to work in the United States
Must live and work in California
Must submit a Statement of Qualifications (SOQ) typed in 12-point Arial font, single spaced, and be no more than two pages in length
Must include any documentation to verify meeting the Minimum Qualifications (MQ's) or may not be considered for the position
Must complete the State Examination/Employment Application STD Form 678 or the Electronic State Employment Application
Must submit completed application packages by the Final Filing Date
Preferred
Knowledge of: Principles and practices of California's civil service and resources
Laws, rules, and regulations of salary rules, merit process, and civil service mandatory training requirements
Ability to: Perform research in various HRB areas and interpret and apply laws, rules, standards, and procedures
Coordinate activities, provide technical assistance, and use effective research skills
Demonstrate good judgment, work well under pressure, and perform multiple tasks with accuracy and precision
Maintain confidentiality and tact
Plan, organize, conduct, and evaluate situations accurately and adopt an effective course of action
Communicate effectively both orally and in writing
Utilize Microsoft Office applications including but not limited to Microsoft Word, Excel, and PowerPoint
Interpersonal Skills: Work independently and in a team setting
Ability to multi-task, track projects and monitor deadlines, and take appropriate action to ensure appropriate time frames are met
Interact positively with staff at all levels and demonstrate a willingness to take extra steps to promote quality service
