Responsibilities
Serve as a senior-level Human Resources Consultant and expert HR Generalist, providing independent, high-level guidance to agency leadership, managers, supervisors, and employees on complex and sensitive human resource matters
Administer the agency’s protected leave programs, including FMLA, PFML, Shared Leave, Parental Leave, Pregnancy Disability Leave, and other state and federally protected leaves, ensuring compliance with applicable laws, collective bargaining agreements, and agency policies
Provide expert consultation and decision-making related to protected leave eligibility, medical documentation review, leave approvals and denials, employee rights notifications, and ongoing leave management
Interpret and apply federal and state employment laws, collective bargaining agreements, and agency policies, translating complex requirements into clear, practical guidance for employees and supervisors
Facilitate the agency-wide reasonable accommodation process, managing a caseload of accommodation requests and leading the interactive process in compliance with the ADA, Washington Law Against Discrimination, and related regulations
Collaborate with managers, supervisors, and employees to identify effective accommodation solutions, including accommodations in current positions, reassignment, or disability separation when appropriate
Obtain, review, and interpret medical documentation and maintain confidential medical and personnel records in accordance with legal and ethical standards
Evaluate HR programs, policies, and practices for effectiveness, equity, and compliance; recommend improvements to enhance consistency, efficiency, and inclusivity
Provide senior-level consultation and back-up support on a wide range of personnel matters, including classification and compensation, performance management, corrective and disciplinary actions, employee development, and workforce planning
Support labor relations activities by maintaining working knowledge of collective bargaining agreements, preparing correspondence and notices, participating in union-related meetings as directed, and advising management on contract application
Maintain strong collaborative relationships with internal stakeholders, labor partners, and external HR counterparts, serving as a trusted resource and problem-solver
Stay current on changes in employment law, HR best practices, and regulatory requirements to ensure the agency remains compliant and proactive
Qualification
Required
Seven (7) years of professional full-time broad-based senior consultant HR experience, including advising and consulting on a variety of human resource issues, including providing interpretation of HR related rules, laws, collective bargaining agreements and policies and procedures. Experience may include a combination of the following: labor relations; employee relations; performance management; organizational and employee development; classification and compensation; and FMLA / reasonable accommodation
Two years must include professional experience administering leave of absence (e.g. FMLA, PFML, Shared Leave) and reasonable accommodation programs
Intermediate level skills with Microsoft Office Products (e.g. Word, Excel, and Outlook)
A degree in business, human resources, social or organizational behavioral sciences or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation, or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States, candidates must provide a credential evaluation report
Preferred
Current professional HR certification: PHR, SPHR, SHRM-CP and/or SHRM-SCP
2 years' experience providing professional level HR consultation and administration of protected leave (e.g. FMLA, PFLM, Shared Leave) and reasonable accommodations in a state or government environment
