Supplemental Retirement Plans Accountant

The N.C. Department of Information Technology is responsible for managing state-held assets and ensuring compliance with financial regulations. The Supplemental Retirement Plans Accountant will lead the financial statement preparation and ensure compliance with accounting principles, while also managing budget reports and interacting with various stakeholders.

Responsibilities

Leads the preparation of the annual financial statements including note disclosures for the SRPs for audit by external auditor
Ensures statements are in compliance with generally accepted accounting principles as promulgated by the Governmental Accounting Standards Board (GASB)
Leads the preparation of year end financial reporting pertaining to the SRPs
Responds to inquiries made by the Office of State Auditor (OSA) and OSC
Communicates both oral and written information to the OSA and OSC related to financial reporting
Reviews the budget reports for the SRP and ABLE operating funds. Works with the other accounting areas to ensure that the budget is in line with the most recent Board actions. Ensures adequate funds are in the account to fund anticipated accounts payables
Accounting and financial reporting for equity investment manager fees. Includes, but not limited to analyzing and recalculating fees, comparing recalculated amount to manager invoice and determines if manager’s fee is within tolerance levels, and preparing instruction letters to custodian to facilitate payment of manager fees

Required

Bachelor's degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework
Five (5) years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting/financial statements and reports or equivalent combination of education and experience
Skill in preparation of financial statements, disclosures, and Annual Comprehensive Financial Reports
Thorough knowledge of generally accepted accounting principles (GAAP) and practices and Governmental Accounting Standards Board (GASB) practices and the ability to provide technical guidance
Thorough knowledge of current accounting and financial management systems
Ability to use accounting judgment and theory to independently resolve fiscal issues and to present results of analysis to program administrators
