Information Technology Specialist (Policy and Planning/Data Management)

Responsibilities
The primary purpose of this position is to provide technical expertise to support and contribute to the definition/ negotiation, establishment, implementation, and continuing refinement of a comprehensive data governance framework
Participate in and substantively contribute to efforts to define requirements and priorities for the enterprise-level data governance program to establish objectives and scope for resulting program initiatives
Evaluate findings to assess the degree to which organizational elements, processes, policies, and technologies are affecting the data and may contribute to (or impede) achievement of data governance objectives
Foster and lead efforts to improve and expand means and mechanisms to coordinate appropriate sharing of data management capabilities, processes, and standards across the Command and DoD cyberspace program community
Provide technical and functional expertise to guide and facilitate consistent implementation of data governance processes and standards throughout the DoD cyberspace program community
Participate in acquisition planning, documentation, and oversight of contracts to assure proper consideration is given to data governance, as defined in contractual language and in governing policy
Monitor and evaluate responsible organizations’ progress toward achievement of objectives to which they’ve committed and offers expert assistance in evaluating and resolving obstacles
Participates in quick turn assessment of issues directly and substantively affecting the Command’s and DoD program community’s response to urgent operational issues of an emergent and precedent-setting nature
Contribute to development and continuing refinement of data governance strategic plans that encompass a variety of efforts designed to foster the Command’s ability to leverage data

Required
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
Three year trial/probationary period may be required
The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime
Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft
The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam
This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program
The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program)
Incumbent must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter
Incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position
Specialized experience would be demonstrated by: 1) Analyzing analytical strategies. 2) Establishing clear processes and rules for data governance. 3) Collaborating with enterprise-level data governance programs by setting strategies to align policies and technologies
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. (2) Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations. (3) Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations
