The Associate Vice President of PACE Business Development & Consulting Services is a senior executive responsible for driving growth of PACE programs through strategic partnerships and consulting services while ensuring regulatory compliance and financial sustainability.

Responsibilities
Develop and execute a national PACE growth strategy aligned with MSO and JV operating partner models
Identify, prioritize, and qualify new PACE opportunities based on strategic fit, readiness, and probability of success
Own client segmentation and positioning (MSO-only vs JV Operating Partner vs hybrid models)
Establish and enforce go-to-market non-negotiables required to deliver promised outcomes
Lead consulting engagements supporting new PACE start-ups, expansions, turnarounds, and MSO implementations
Ensure consulting deliverables are operationally executable, regulator-ready, and aligned with financial sustainability
Maintain accountability for consulting outcomes, including readiness milestones, audit results, and client performance stabilization
Provide executive oversight for regulatory strategy across federal and state PACE requirements
Ensure consulting clients and JV partners achieve regulatory readiness within agreed timelines
Support mock surveys, CMS/state readiness activities, and remediation planning as needed
Build and maintain executive-level relationships with PACE sponsors, health systems, payers, regulators, and community stakeholders
Represent the organization at national conferences, industry forums, and regulatory discussions
Serve as a trusted advisor to partners throughout the lifecycle of the engagement
Develop and manage budgets for business development and consulting projects
Monitor performance metrics and ensure achievement of growth and revenue targets
Recruit, develop, and lead a high-performing team of PACE-focused business development and consulting professionals
Establish clear performance expectations tied to outcomes, not activity
Foster a culture of accountability, collaboration, and continuous improvement
Qualification
Required
Minimum 10 years of progressive healthcare leadership experience, with at least 5 years of direct PACE operating, regulatory, or MSO experience
Proven track record in business development, consulting, and strategic planning
Strong business acumen and acuity
Excellent critical thinking and problem-solving skills
Must be able to think analytically and possess knowledge of administrative and organizational methods
Must possess a high degree of emotional intelligence and integrity
Ability to lead complex projects and manage multiple stakeholders
Must present a professional attitude, bearing, and appearance commensurate with the level of responsibility
Deep understanding of PACE operations, regulations and financial models
Strong negotiation, communication and relationship building skills
Entrepreneurial mindset with ability to identify and capitalize on growth opportunities
Collaborative leader who inspires and motivates teams
Preferred
Master's degree in healthcare administration, Business Administration, Public Health, or related field preferred
