Responsibilities

Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM
Conducts installation EM assessment and interprets and analyzes assessment results
Conducts initial and recurring training for functional areas of EM
Serves as Emergency Support Function (ESF 5), EM representative in the EOC, may serve as EOC Manager of the EOC

Pre-employment physical: Must be able to lift and carry 40 pounds. extended periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities
Must have successfully completed, or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course
May be required to be certified on and wear emergency protective equipment IAW DOD guidance
Employee will be required to train other employees in other trades or professions
May be required to be available after duty hours when problems arise. May be required to serve 'on call' and may be required to be available after duty hours when problems arise
Overtime may be required. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
The incumbent is subject to call seven days a week, 24 hours a day
Must obtain/maintain Hazmat Awareness, Operations, Technician certifications (IFSAC or Pro Board) within 6 months of appointment. Required for hazmat containment, control, detection, and identification. Proficiency is essential for the position
Applicants must have at least 1 year (52 weeks) of specialized experience at least the next lower broadband NH-01, equivalent to the next lower grade (GS-04) within the Federal Civil Service (or equivalent in an alternate pay system)
Specialized experience is experience in developing and managing comprehensive Emergency Management (EM) programs, including the creation and execution of response plans and training compliant with safety standards like the National Disaster Recovery Framework (NDRF)
Experience in analyzing high-stress incidents to make critical decisions and select effective courses of action
Strong communication skills used to prepare and present briefings, coordinate planning efforts, and manage all program activities
4-year course of study leading to a bachelor's degree
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified
Knowledge of wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment
Knowledge of and ability to develop EM training programs and conduct training and testing
Knowledge of EM, CBRN, and hazardous materials to develop, coordinate, and execute response plans and operations
Skill in analyzing situations and taking appropriate emergency action
Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations
Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities
