Responsibilities
The incumbent plays a vital role in the promotion of flight safety in the maintenance procedures developed for aircraft inspection, servicing, and overhaul that will affect maintenance programs for operators utilizing aircraft built by the assigned manufacturer
The work of this position has significant impact on the entire industry
The incumbent must possess a high degree of competence in the various segments of aircraft maintenance and a thorough and current knowledge of the techniques and philosophies responsible for achieving continued airworthiness
Must have expert knowledge of the regulations, policies, procedures, and technical and administrative factors affecting the full scope of aircraft maintenance activities of the Flight Standards Service
In view of the freedom and wide scope of activity, the incumbent must possess a high level of initiative coupled with a working knowledge of automated data processing statistical techniques in order to logically assemble, evaluate, and make informed judgments based on the myriads of details available
Incumbent must be capable of organizing and presenting information to others in a clear and concise manner, basing decisions and recommendations on an objective analysis of the facts
Apply a high measure of ability to understand, evaluate, and relate the viewpoints of individuals from both the agency and industry when addressing various aircraft maintenance issues
Incumbent works closely with individuals at various levels within the agency and from industry, both nationally and internationally
Personal contacts include individuals at various levels of the Flight Standards Service, industry, other offices of the FAA, and other federal and international government agencies
Participates in Type Certification Board to make decisions related to maintenance of aircraft produced by the aircraft manufacturer
Serves as maintenance representative on Flight Operations Evaluation Boards, determining and presenting the maintenance aspects involved
Provides leadership conducive to the Agency’s strategic goals, setting a professional example to all involved stakeholders
To carry out this function, the incumbent must assure, well in advance, that agency personnel receive adequate training on the aircraft prior to the actual Maintenance Review Board activities and obtain from prospective operators of the aircraft proposed maintenance programs for evaluation by agency personnel
The incumbent must obtain input from a variety of sources from within the Federal Aviation Administration, as well as from manufacturers and operators in the establishment of these uniform minimum maintenance standards
Serves as a focal point for maintenance information on assigned aircraft related to achievement of reliability and maintenance standards, i.e., Airworthiness Directives, Instructions for Continued Airworthiness, Service Difficulty Reports, Alert Bulletins, accidents, and incident reports
Incumbent possesses a thorough knowledge of all information related to assigned aircraft and represents the agency as the technical maintenance expert for assigned aircraft
Provides technical and administrative leadership to agency maintenance programs within assigned areas of responsibility and represents the agency on assigned areas as directed
Provides expert consultation in support of accident or incident investigations, analysis, and implementation of corrective actions related to the particular aircraft assigned
May be requested to act as an aircraft specific course mentor and provide feedback on requests for equivalent training from Safety Assurance offices
Performs other duties as assigned
Qualification
Required
US Citizenship is required
Selective Service Registration is required for males born after 12/31/1959
Must submit an SF50 (See Required Documents)
Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years
Valid State driver's license
Fluency in the English language
No chemical dependencies or drug abuse that could interfere with job performance
High school diploma or equivalent
Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted)
Have the ability to hear the conversational voice (hearing aid permitted)
Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft
Possess a valid second-class medical certificate in accordance with FAA regulations
Pass recurrent medical examinations as prescribed by the FAA
Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness
Maintenance experience with aircraft 12,500 pounds or less maximum certificated takeoff weight
Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state or Federal governmental agency
Aircraft maintenance work experience within the last 3 years
FAA Mechanic Certificate with airframe and power plant ratings
Specialized experience equivalent to FV-I, FG-13 grade level
