RESOURCE SPECIALIST

Responsibilities

You will oversee identification of resource requirements for improvements to a planning, programming, and budgeting process
You will identify sources (e.g., mandatory source, solicit vendors from open market, or similar sources) to determine method of procurement
You will review DTS submissions for accuracy and analyze budget obligation, commitment, and execution data from a variety of projects to address deficiencies in program execution

Required

Successful completion of a masters or equivalent graduate degree
Successful completion of two full years of progressively higher-level graduate education leading to a masters degree
I have obtained an LL.B. or J.D. that is related to the position being filled
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Using purchasing regulations/methods/procedures to make purchases involving specialized and/or commercial requirements; 2) Using market sources to purchase a wide range of specialized items and services; 3) Ensuring documentation for contract and/or procurement comply with regulations; and 4) Preparing/presenting budget reports associated with reoccurring obligations to managers
