Principal Engineering Technician

City of Saratoga Springs is seeking a Principal Engineering Technician to coordinate engineering work related to Land Use Board reviews and construction observation. The role involves overseeing technical engineering projects, ensuring compliance with standards, and developing long-term infrastructure plans.

Responsibilities

Maintains constant contact with the Commissioner of Public Works, Deputy Commissioner of Public Works, DPW Business Manager, and City Engineer for the purpose of coordinating land use board projects and their impact on city infrastructure including water, sewer, public right-of-way, streets, drainage, sidewalks, and other related items
Assists the DPW Business Manager, City Engineer, and Assistant City Engineer in developing a long-range infrastructure investment plan related to land use board projects and public capital improvements
Acts as the DPW liaison to the land use boards, and the City Building and Planning Departments to coordinate work associated with private development and its impact on City infrastructure
Leads and coordinates the technical review of land use board projects to ensure engineering requirements are followed from the planning review stage through to construction and close-out
Assigns and coordinates outside designated engineer review of land use board projects. This is included but not limited to SWPPP plan reviews, compliance with state and federal laws, traffic studies and evaluation, and SEQR requirements
Reviews planning board projects for local site and subdivision plans and regulations, zoning and related land use regulations, plans for infrastructure and street modifications, and compliance with City and generally accepted design and engineering standards
Attends and participates in land use board meetings, including workshops, as required, to inform planning decisions of DPW requirements or expectations
Coordinates with the Department of Public Safety representatives on issues related to public right-of-way and street improvements and development impacts
Coordinates and participates in site-inspections of private construction projects as approved by the land use boards to ensure compliance with DPW requirements related to city infrastructure (sidewalks, plantings, lighting, utilities, etc.) Releases letter of credit when all right-of-way requirements are met
Coordinates work of private contractors in relation to land use board projects and private development
Leads pre-construction meetings and establishes the agenda for the meeting
Creates and maintains all necessary records related to the work performed

Required

Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in civil engineering, engineering technology, or a closely related field and two (2) years full time paid experience in engineering projects or land use board and building construction review
Graduation from a regionally accredited or New York State registered college with an Associate's degree in construction technology, mechanical technology, information technology or a closely related field and four (4) years of full-time paid experience in engineering projects or land use board and building construction review
Graduation from high school or possession of a high school equivalency diploma and four (6) years of full-time paid experience in engineering projects or land use board and building construction review
Must possess a valid and current NYS driver's license, and must maintain said license throughout the duration of employment
Degree must have been awarded by a college or university by a regional, national, or specialized agency recognized as an accrediting agency by the US Department of Education/US Secretary of Education
If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency
