Stormwater and GIS Specialist
City of Saratoga Springs is seeking a Stormwater and GIS Specialist responsible for developing and coordinating a Stormwater Management Program. The role includes documentation and maintenance of GIS projects, utilizing GIS software to produce technical products and ensuring compliance with regulatory standards.

Responsibilities
Assists in the development, implementation, and enforcement of the Storm Water Management Plans for the City of Saratoga Springs in compliance with the New York State Small Municipal Separate Storm Sewer Systems (MS4)
Works with the Cornell Cooperative Extension within the Saratoga County Inter-Municipal Stormwater Management Program for continued coordination on stormwater projects and tasks brought forth through them and NYSDEC
Assists in the enforcement of the Stormwater Management Program requiring erosion and sediment controls and eliminating illegal discharges
Assesses existing conditions to identify appropriate management practices in enforcing regulator mechanism on post-construction runoff controls and development and operation of management practices inspection and maintenance program to reduce pollutant discharges
Responds to complaints regarding construction sites
Assists the City Engineer in preparing periodic reports for the Department of Public Works evaluating the impact MS4 activities on the operation and efficiency of water quality management programs
Represents the City of Saratoga in meetings where water pollution prevention programs are being addressed
Reviews and comments on Stormwater Pollution Prevention Plans and participates in pre-construction meetings
Assists in the preparation of annual report on the assessment of the City of Saratoga Springs’ MS4 program
Supervises the construction, maintenance, repair, and extension of the Storm Water distribution system consisting of storm drains, catch basins culverts, mains, dry wells, sump pump connections, etc
Directs the laying and tapping of water mains, and the installation of new service
Prepares technical products using GIS software such as maps, site layouts, plans, charts in support of projects related to economic/industrial development, transportation, natural resources, comprehensive planning, physical and natural features, land use, agriculture, community facilities, infrastructure, emergency services, public health and tax parcel data
Special projects are completed using Global Positioning System (GPS) or other methods of field verification. Field data is post-processed as needed
Provides substantial research into the uses, applications and innovations in GIS from a variety of industry sources and user groups and works with the GIS Coordinator to implement improvements to achieve greater utility and/or efficiencies
Works independently on certain projects and develops them from "field to finish"
Works with IT to Install GIS/GPS software and hardware upgrades relating to GIS functions
Provides technical assistance to non-expert GIS users
Collect data, including field measurements, digital photography, and GPS readings
Develops and maintains a work plan addressing user needs and projecting future system enhancements
Qualification
Required
Graduation from a regionally accredited college or university with a Bachelor's Degree or higher in Engineering, Environmental Sciences, or a closely related field and two (2) years of full time paid civil engineering experience
Graduation from a regionally accredited college or university with an Associate's degree in Engineering, Environmental Sciences or a closely related field and four (4) years of full time paid civil engineering experience

Degree must have been awarded by a college or university by a regional, national, or specialized agency recognized as an accrediting agency by the US Department of Education/US Secretary of Education
