Data Governance Analyst
Expedite Talent Solutions is seeking a contractor to support the Data Governance & Compliance Manager. The Data Governance Analyst will assist in establishing a data governance framework and implementing the What Works Cities Certification Program, aiming to achieve certification milestones within specified timelines.

Responsibilities
Complete the tasks and milestones and provide support to achieve the What Works Cities (WWC) Certifications (Silver, Gold, and Platinum)
Work closely with the Data Governance & Compliance Manager and provide support on tasks related to creating a data governance framework
Maintain and upload documents and information into the What Works Cities (WWC) Assessment and Results for America Dashboard which is a centralized tracking system for certification metrics and activities
Ensure consistent communication of progress and milestones
Coordinate and consult with WWC Results for America support staff and technical assistance providers to complete the Assessment stages in the dashboard
Provide program management & implementation
Working closely with the Data Governance & Compliance Manager, obtain data and documentation to assess current practices and gaps relative to WWC standards
Log, track, and maintain evidence and artifacts required for certification using WWCs framework
Provide progress tracking & communication
Establish and maintain a project or program management dashboard or reporting structure to monitor all progress separate from the WWC Dashboard
Deliver monthly updates
Provide WWC milestone documentation and prepare for key check-ins
Develop and maintain Program documentation including milestones, deliverables, and decision logs
Establish and manage a program tracking system to log, monitor, and report on the status of various initiatives
Create standardized reporting templates
Draft regular program updates, presentations, and summary briefs
Create internal communications campaigns to promote understanding and adoption of What Works Cities practices and tools
Create change management strategies to support culture shift toward data-driven governance
Working with the Data Governance & Compliance Manager, assist with identifying enhancements to workflows, dashboards, or integrations needed to support analytics and performance monitoring
Review, summarize, and upload the Compliance Risk Assessment Report, which includes the Evaluation of risks related to data handling and recommend mitigation strategies
Work with the Data Gov & Compliance Mgr. to create the Data Policy & Standards Manual, which is a comprehensive guide outlining data classification, security, and access protocols
Create / Tailor a Training Program & Materials Curriculum and materials for internal training on data governance and compliance
Assist with providing training sessions regularly scheduled and provided on an ongoing basis
Work with the Data Gov & Compliance Mgr. to create and upload a Data Stewardship Roles Matrix Assignment of ownership and accountability across departments
Prepare and upload Audit Support Documentation Packet, Documentation of compliance practices, risk logs, and response actions
Quarterly Governance Status Report Updates on metrics, training participation, compliance issues, and improvements
Work with the Data Gov & Compliance Mgr. to create an Incident Response & Escalation Protocol Procedures aligned with cybersecurity for responding to data breaches or misuse
Weekly Reports: Tracking hours worked, deliverables, and progress updates
Monthly Status Updates: Detailed insights into project milestones and next steps
Qualification
Required
Experience in data governance and compliance
Ability to establish a data governance framework
Experience with program management and implementation
Strong communication skills for progress tracking and updates
Ability to coordinate and consult with support staff and technical assistance providers
Experience in creating standardized reporting templates
Ability to draft regular program updates, presentations, and summary briefs
Experience in creating internal communications campaigns
Ability to create change management strategies
Experience with systems and tools integration
Ability to develop and maintain program documentation including milestones and deliverables
Experience in training program development and delivery
Ability to prepare and upload audit support documentation
