Contingent Architectural Project Manager - Department of General Services
Howard County Government is seeking a Contingent Architectural Project Manager to provide technical expertise in planning, design, and construction of county buildings and renovation projects. The role involves managing project scope, schedule, and budget while ensuring alignment with organizational goals and stakeholder expectations.

Responsibilities
Oversee all phases of capital building projects, from initial planning and design through construction and closeout
Manage project scope, schedule, and budget while ensuring alignment with organizational goals and stakeholder expectations
Serve as the primary liaison between the owner and project teams, including architects, engineers, contractors, and regulatory agencies
Coordinate feasibility studies, facilitate meetings, and ensure project requirements are met with high standards of quality and compliance
Handle contract administration, procurement, and financial oversight, ensuring cost control and proper funding allocation
Review proposals, negotiate contracts, and manage change orders and payment applications
Conduct risk assessment and schedule management, requiring proactive problem-solving to address delays and unforeseen challenges
Ensure quality control through site inspections and compliance reviews, leading to a smooth project handover and operational readiness
Use architectural / engineering design software to review architectural or engineering works including project management software
Advise the Bureau and other county agencies on the design and construction of new and renovation projects, ensuring that projects function effectively, align with stakeholders needs, and comply with industry standards, regulations, and best practices
Qualification
Required
Bachelor's Degree in Engineering or Architecture and four (4) years related experience or an equivalent combination of education and experience
Possession of a valid driver's license
Registered Professional Engineer or Licensed Architect in the state of Maryland
Considerable knowledge of the architectural/engineering methods and techniques as applied to public works design and construction, reconstruction, and maintenance
Skill in reviewing and analyzing architectural/engineering designs, plans, and specifications as well resolving problems with the same
Professional project management experience
Ability to create and maintain a project schedule and budget using software such as Microsoft Project and Microsoft Excel
Preferred
Experience with sustainable design, LEED, and acoustical design solutions
