Deputy CIO-Chief Enterprise Officer

Responsibilities
Directly manage department IT directors within over 25 IT departments across the City
Collaborate with the CIO to ensure each department IT unit executes its own IT strategy in harmony with the City’s broader strategic objectives, including cybersecurity, digital transformation, and service delivery improvements
Oversee the operations of smaller IT departments, including software development, infrastructure support, cybersecurity, and service management
Foster a culture of collaboration between department IT directors and the central Office of Innovation and Technology
Promote technology innovation within smaller departments by identifying emerging trends and recommending technologies that enhance operational efficiency and service delivery
Develop and track key performance indicators (KPIs) for each department IT director
Support department IT directors in the selection and management of technology vendors and service contracts
Lead the development, implementation, and maintenance of the City’s IT Continuity of Operations Plan (COOP)
Identify potential risks related to change initiatives and IT continuity
Assess the impact of IT changes on various departments, processes, and staff
Oversee the development and maintenance of disaster recovery plans that align with COOP
Coordinate and lead regular business continuity and disaster recovery drills for IT teams and departments
Establish and monitor key performance indicators (KPIs) for change management initiatives and continuity planning
Act as a primary point of contact for IT leadership during disruptions or emergency situations
Qualification
Required
Bachelor's degree in Information Technology, Computer Science or comparable leadership and experience totaling at least 10 years is required
Minimum of 8-10 years of progressively responsible IT management experience, including 3-5 years in a leadership role managing IT departments or units
Experience managing multiple smaller IT departments within a large organization is highly desirable
Strong ability to lead and manage multiple teams and department directors
Experience in mentoring leaders, managing cross-functional teams, and fostering collaboration across departments
Excellent verbal and written communication skills
Proven ability to convey technical concepts to non-technical stakeholders and build strong relationships with department heads
Broad understanding of IT infrastructure, software development, cybersecurity, and digital services
Experience in government IT management is a plus
Demonstrated experience in managing and executing complex IT projects with department-level impact
Familiarity with project management methodologies (Agile, PMP) is a plus
Ability to analyze department-level technology challenges, recommend solutions, and implement effective strategies
Proven ability to work in a matrixed environment and coordinate IT efforts across multiple departments with diverse needs and goals
Strong financial acumen with experience managing IT budgets, contracts, and resource allocation
Preferred
A collaborative leader with a deep understanding of government operations and the unique challenges facing smaller IT departments
Ability to build trust with department leaders and city officials, fostering strong relationships and partnerships across the City
