The State of Florida's Department of Health is seeking a Government Operations Consultant II to assist in overseeing the quality assurance team for vital statistics. This role involves managing training and implementation of the Electronic Birth Registration System and the Electronic Death Registration System, while ensuring compliance with state and federal standards.

Responsibilities
Assists vital statistics administrator in overseeing the quality assurance team by assigning work, reviewing progress and assessing performance relating to the facilitation of training and implementation for the statewide Electronic Birth Registration System (EBRS) and the Electronic Death Registration System (EDRS)
Develops and implements records management program and assures compliance with program, reviews programs, services, forms and reports, and confers with management and users to identify problems and improvements
Provides post-training support; analyzes data to measure effectiveness of the training and the quality of service
Assists with the development and maintenance of training and informational materials to be used by those who prepare vital records as required by state and federal law, and for the vital statistics administrator as needed
Works with chief deputy registrars (CDR) on compliance issues, such as meeting statutory required filing times for birth and death records, physicians reluctant to certifying death records, failure to follow required registration procedures, and analyzes financial information associated with safety paper usage
Provides liaison, guidance, and assistance to all EBRS/EDRS users
Designs, evaluates, recommends, and approves changes based on need and analysis
Assists with the monitoring of EBRS/EDRS users by training, when needed, to ensure a quality statewide vital record registration program
Helps to determine improvements and adjustments needed to ensure effectiveness and efficiency and acts in a support role to the vital statistics administrator
Works in determining trends and resolving technical problems in relation to EBRS/EDRS and Identifying the things that must be changed to achieve a goal
Evaluates compliance with state and federal standards for Vital Records
Analyzes data to measure the effectiveness of the program and identifies adjustments needed to meet state and federal requirements
Develops corrective action plans to solve problems in program areas; initiates planned solutions, monitors and follows up to determine if problem has been corrected
Assists in the maintenance of a continuing statewide vital records program as required by the National Center for Health Statistics
Assists in the planning, monitoring, and evaluating of a major and complex statewide quality assurance service program in vital records registration, including electronic registration of those vital records (EBRS and EDRS - birth and death); affecting administrative, technical, and consultative functions in vital records registration in county public health units, hospital facilities, clerks of courts, funeral establishments, medical examiner districts, and with physicians, nurses, social workers, and licensed midwives
Consults with coalitions approved by the Department and others concerned with the registration of vital events throughout the State of Florida to ensure successful functioning of newly implemented systems or procedures
Motivates, develops, and directs the quality assurance team, identifying areas of specialization and the best staff for assignments
Works independently under limited supervision and assists with the development, planning, and implementation of statewide vital statistics training meetings and, when needed, conducts additional training meetings for assigned geographic area while using logic and analysis to identify the strengths and weaknesses of different approaches
Plans, coordinates and/or presents statewide and regional conferences, meetings and workshops
Works with and speaks to community and professional groups to coordinate, improve, stimulate interest, and market Vital Statistics programs
Assists vital statistics administrator with interviews and conducts on-site observations to ascertain unit functions, work performed, and methods, equipment, and personnel used as needed
Prepares manuals and trains quality assurance team in use of new forms, reports, procedures or equipment, according to organizational policy
Researches and recommends purchases to management based on unit need
Performs other related duties and assignments as required
Qualification
Required
Knowledge of records management system standards and procedures
Knowledge of Florida Statutes and Florida Administrative Code
Knowledge of the Department of Vital Records Registration and code manuals
Ability to supervise technical staff engaged in records management system
Ability to provide training and assessment
Excellent customer service skills and knowledge of Office 365 products such as SharePoint, Teams, PowerPoint, Excel, and Outlook
Knowledge of SQL Server Management Studio
