Accounting Clerk I or II - Water Utilities
NEOGOV is seeking an Accounting Clerk I or II for the City of Lakeland's Water Utilities department. This role involves advanced clerical accounting work, including maintaining accounting records, verifying transactions, and preparing reports.

Responsibilities
Prepares requisitions and checks requests for payment of invoices and maintains vendor files
Verifies daily accounting activity posted to accounts payable, payroll, and general ledger databases and prepares appropriate correcting entries
Prepares reports and maintains accounting schedules and other statistical schedules
Enters invoices, transactions, and other documents into EBS (Oracle e-Business Suite); verifies the data entered for accuracy and makes appropriate corrections as needed
Identifies, researches, and reconciles problems with minimal supervision
Reviews and enters manual journal and budget entries submitted by user departments and the City Manager for approval
Maintains an ongoing file of unapproved invoices and follows up with user departments and vendors promptly, following the Florida Prompt Payment Act
Reviews and audits travel advance and reimbursement documents
Reconciles vendor statements of account with Accounts Payable records
Enters and completes accounting documents (invoices, service orders, payments, accounts payable vouchers, journal entries, etc.) in Ungerboeck Business Management System (USI), verifying the data entered for accuracy and making appropriate corrections
Completes and maintains required human resources records within online and paper filing systems
Conducts timekeeping for several divisions
May be required to participate in and/or facilitate training to support departmental or City initiatives and requirements
May be required to work overtime or alternate hours as necessary for the efficient operation of the department
Position designated as Mission Critical
May process PCARD purchases in Works and Maximo
Calculates adjustments and assesses charges for customer accounts
Maintains water meter inventory
Analyzes data and takes action to resolve water operations issues
May perform various non-accounting functions, such as maintaining departmental personnel records, payroll records, filing, and retrieving documents
Assists professional accounting personnel with various financial statement and budget preparation aspects
Works with third-party vendors to reconcile problems with unpaid invoices
Performs related work as required
Qualification
Required
High school diploma from an accredited school or a GED
Two years of experience in a finance, accounting, payroll, or bookkeeping-related field
Five years of experience in a finance-related field
Must possess and maintain a valid telephone number
Must possess a valid driver's license
May be required to pass an elevated background check provided by the City of Lakeland Police Department upon hire
Thorough knowledge of basic bookkeeping and accounting principles and practices, and their application to accounting transactions
Thorough knowledge of modern office methods, procedures, and equipment
Considerable knowledge of and ability to enforce and interpret City and departmental policies and procedures governing payroll and purchasing
Knowledge of payroll tax laws, calculations, and procedures
Ability to maintain complex financial records and prepare special financial reports and statements
Ability to complete work assignments with only limited technical and supervisory assistance and to make decisions independently regarding the means and methods used to complete tasks and assignments
Ability to make and verify computations with accuracy at a high rate of speed
Ability to operate various office equipment, including Microsoft Office
Ability to understand and follow complex verbal and written instructions
Ability to establish and maintain cooperative and effective relationships with other City employees and the general public
The job requires sedentary work that involves walking or standing sometimes, exerting up to 10 pounds of force regularly, and routine keyboard operations
The job has no significant exposure to environmental hazards
The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception
