Facilities Asset Specialist
The Architect of the Capitol (AOC) is seeking a Facilities Asset Specialist to facilitate the development and management of the agency’s asset management system. The role involves collaborating with stakeholders to establish operational requirements and manage asset performance effectively.

Responsibilities
Identify, document, and communicate the needs and expectations of a broad range of stakeholders within the House Office Buildings (US Capitol Police, House Clerk, Members, Committees, Sergeant at Arms, House Chief Administrative Officer, etc.) that are tied to facility assets
Develop and maintain a mechanism for tracking these requirements for incorporation into a decision-making framework
Develop a communication matrix and/or plan for stakeholders regarding facility asset management
Determine and document operational facility asset management objectives for individual facility asset categories (HVAC, exterior envelope, etc.)
Record risks to operational objectives
Implement documentation of and updates to operating plans and control processes for specific classes of equipment – including risk mitigation activities
Evaluate options for outsourcing operating plan activities
Conduct internal audits to verify and validate operating requirements and plans
Recommend process improvements, along with corrective or preventive actions based on non-conformance
Review transparency and performance of outsourced activities in operating plans
Performs other related duties as assigned
Qualification
Required
You must be a U.S. Citizen
You must be able to pass a drug test
Appointment subject to background investigation and favorable adjudication
You must meet the definition of specialized experience
Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service
Designing, and/or implementing processes for monitoring, measurement, analysis, and/or evaluation of facility asset performance and progress towards operational facility asset management objectives
Creating processes and/or programs for managing temporary and/or permanent changes to facility asset strategies, stakeholder performance requirements, individual assets, asset management plans, operational plans, standards, and/or roles and responsibilities
Implementing and/or updating operational performance requirement guides for facility asset categories
Developing a communication matrix/plan for stakeholders regarding facility asset management
Establishing and documenting operational facility asset management objectives for individual facility asset categories (HVAC, exterior envelope, etc.)
