Director of Compliance (Project Coordinator)

Responsibilities
Works in close collaboration with the Director of Scholarships, Compliance and College Services to manage all aspects of HESC’s grant, scholarship, loan forgiveness and service agreement compliance programs in a manner that best benefits the populations that we serve
Provides oversight of G&S project staff; coordinates project functions and activities with OOC and I&T Project Manager and BAs
Supervises professional and clerical staff.? Determines work priorities, trains, delegates tasks, and evaluates work efforts
Oversees the planning, organization, facilitation, and delivery of agency training related to grants and loan forgiveness programs
Works collaboratively with HESC Counsel to ensure compliance with all laws, rules and regulations, and performs quality reviews. Resolves any issues related to internal control and internal or external audit findings
Reviews the processing of award determinations and loan forgiveness recipients and oversees work performed by in-house staff and third-party vendors.? Works with staff to resolve complex problems involving eligibility, funding, awarding and/or disbursement of funds
Participates in cross-functional review of vendor and in-house deliverables related to grant, scholarship and loan forgiveness programs
Develops, implements, maintains, and revises policies and procedures to ensure compliance with all laws, rules and regulations. ?
Manages the user experience of stakeholders (e.g., students, families, and institutions of higher education) in all aspects of the administration of financial aid
Creates and maintains effective communication plans for transmitting and receiving critical data with key stakeholders, including students, schools, sister agencies, professional groups and vendors
Serves as HESC’s subject matter expert with federal, state and local agencies on issues related to financial aid and service agreement compliance
Coordinates all external speaking engagements with the HESC communications team to ensure consistency in messaging and information shared with the public
Works collaboratively with the HESC program evaluation and reporting unit that creates and reviews reports pertaining to postsecondary outcomes, including persistence and completion among state scholarship recipients and programs that improve college access
Participates in development of Requests for Information (RFI) and Requests for Proposals (RFP) with HESC cross functional team
Qualification
Required
Nine years of relevant professional experience
An Associate's Degree may substitute two year of the required experience
A Bachelor's Degree may substitute four years of the required experience
A Master's Degree may substitute five years of the required experience
Preferred
Significant professional experience in financial aid related to higher education, as well as strong acumen with technology, system process design, and implementation of continuous improvement process is desirable
Excellent operational and management skills
Strong communication skills
Experience with drafting and developing written policies, procedures, programming, and training materials
Ability to exercise independent judgement, problem-solving, and decision-making skills, handle multiple priorities, processes, and demands in a dynamic work environment
Ability to work under pressure with frequent interruptions
Ability to initiate and maintain relationships across a diverse set of stakeholders
Experience working with financial aid programs within a college, university, state agency, or educational setting working directly with the application for and the delivery of student financial aid
Proven experience working with and understanding federal and state financial aid statute and regulation
Ability to establish guidelines, process and policies associated with federal and state statute and regulation governing student financial aid programs
