Responsibilities

Oversee daily activities of approximately 20 staff members. Staff duties/responsibilties vary widely and include: deputy director, Lake Michigan program coordinators, air compliance and asbestos inspectors; ambient air monitoring site managers, underground storage tanks inspectors, solid waste inspectors, hazardous waste inspectors, emergency responders, drinking water inspectors, wastewater compliance inspectors; pollution prevention and technical assistance representatives; and, administrative assistants
Oversee and manage the Lake Michigan Programs, which include: Lake Michigan Lakewide Action & Management Plan Program (LAMP), Clean Marina Program, Lake Michigan Beaches Program (BEACH), and Grand Calumet River/Indiana Harbor Ship Canal Area of Concern Remedial Action Plan Program (RAP). The overall management of these programs involve internal coordination with the Office of Air Quality (OAQ), Office of Land Quality (OLQ), Office of Water Quality (OWQ), Office of Program Support (OPS), and Office of Legal Counsel (OLC). Further, overall management of these programs involves external coordination with the U.S. EPA, USGS, Army Corps, IDNR, and external environmental organizations, such as CARE
Work with the Emergency Response Section Chief and relevant Program Branch Chiefs to ensure a coordinated and prompt response to environmental incidents in the Northwest Region. Provide information to IDEM media and other parties, internal and external, regarding environmental incidents, as necessary and appropriate
Oversee the work of the Deputy Director to ensure environmental complaints from regional customers, US EPA and other local authorities and customers are assigned to appropriate program staff for investigation, properly documented, and logged in TEMPO database (plus ACES database if Air related) and closed in a timely manner by staff according to established agency and office protocols and guidelines

Review and evaluate regional effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement
Develop and coordinate plans and policies, resources, and mission as well as goals, vision, and expectations of an assigned region
Provide guidance to agencies and the public regarding applicable laws and rules
Supervise subordinate personnel including hiring, determining workload, and delegating assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action
Monitor regional budget including revenues, expenditures, and budget projections
Communicate with news and other media. responds to media questions or requests in an appropriate public relations manner
Coordinate with other government officials on planning issues (i.e. federal and/or state agency directors, etc.)
Coordinate, review and evaluate the use of appropriate controls and standards for the region

Required

Extensive knowledge of agency and/or organizational program(s) and business practices
Extensive knowledge of State programs and resources, public policy, and program evaluation
