Responsibilities

Assists customers (Commonwealth Executive Branch Agencies and other public bodies) in identifying how to solve IT business problems, and facilitates the process of evaluating, negotiating and selecting solutions that provide the best value to the Commonwealth and aligns with the Virginia Public Procurement Act (VPPA)

Leads customers and stakeholders in the development of requests for information (RFI) and requests for proposal (RFP) documents

Leading teams in evaluating supplier responses and proposals, negotiating complex contracts with suppliers and executing contract awards

Serves cross-functional sourcing teams and support the development of IT infrastructure sourcing strategy by conducting proactive market research and data and trend analysis

Work with other Enterprise Sourcing team members on a regular basis, including other sourcing professionals as well as financial/data focused groups to enhance automation and continual process improvement

Work collaboratively with commercial contract managers, VITA service owners, financial analysts, the Multi Services Integrator and all other VITA and supplier stakeholders to ensure continual improvement of VITA’s sourcing and market engagement process and effective future sourcing

Required

10 years of experience in the following

Sr Level IT Procurement

Superior written and oral communication skills and the ability to communicate clearly and professionally with all types of stakeholders

Experience executing requests for proposals (RFPs)

Demonstrated Knowledge of contract development

Ability to analyze and negotiate complex high value contracts

Ability to interpret procurement law and policies

Ability to use existing templates and work instructions to complete tasks

Ability to work independently with limited supervision

Ability to lead cross-functional teams and work with all levels of staff and the public

Bachelor's degree, preferably in business, information systems, compliance, legal, or related field preferred (or commiserate experience)

Ability to work with Enterprise Sourcing peers collectively to solve problems and brainstorm solutions that can be uniformly applied (desired)

State or local VA state agency procurement exp will be beneficial. Professional references a big plus if your candidate has prior VA state agency (not required but highly desired)

US Citizenship or Green Card Holder (local to Richmond area)
