Grants Portfolio Manager
Nebraska Department of Health and Human Services is looking for a Grants Portfolio Manager to maximize resources and implement effective strategies for grant completion. The role involves providing guidance, training, and support for grant management while ensuring compliance with regulations and addressing financial discrepancies.

Responsibilities
Provide guidance and support to programs to ensure best practices for grant management on post-award issues. Provide leadership, advice, training, templates, documents, and other essential support to divisions on grants-related issues
Work with administrators and divisions to research and answer post-award grant and subgrant questions utilizing various sources. Prepare and present reports to leadership as necessary
Research and resolve financial discrepancies and questions with grants across divisions, primarily centered upon timely and accurate payments
Monitor for program compliance, risk assessment, auditing procedures, and corrective action following federal, state, and program-specific rules, regulations, and statutes
Develop and deliver training on post-award grant management concepts to program managers and division staff through the creation of standard operating procedures and step-by-step videos
Research, evaluate, enter, and respond to Single Audits across all subaward recipients
Qualification
Required
Bachelor's degree in business or public administration, social/behavioral sciences, health sciences, public health, education, law or related field OR experience in the development of operational policies and procedures, performing quality assurance analysis/evaluation of programs; grant writing, contract management, or leading community based health/social care groups. Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for year basis
Knowledge of the principles and techniques of business management; the principles of grant writing, administration, and monitoring; the techniques of research, planning and evaluation; program analysis/evaluation; policy and procedural development; auditing practices; general accounting principles
Skill in communicating with a diverse array of administrators, management, and staff; research, learn, apply and interpret state and federal laws, rules, regulations, and standards; develop and maintain effective relationships with program managers; apply instructions; summarize program and administrative data/statistics into reports; formulate goals and plans; manage time and workflow to meet deadlines; demonstrate professionalism; operate basic computer software, including Word, Excel, Access, Outlook, and learn and operate contract management and financial systems; convey information so others will understand
Ability to think strategically to resolve issues. Utilize analytical skills for problem solving and workflow management. Learn, apply and interpret agency policies and procedures
Preferred
Experience in program planning, implementation, monitoring, evaluating program functions and budgets, and working with administrators, management, and staff in training development and implementation
Past Grant Experience Is Preferred
