Responsibilities
Lead and manage the estimating team for heavy civil projects including DOT, roadway, bridge, earthwork, utilities, and infrastructure work
Prepare and oversee conceptual, budgetary, and hard-bid estimates
Develop bid strategies, pricing approaches, and subcontractor/vendor buyout plans
Review plans, specifications, and quantities to ensure complete and accurate estimates
Conduct risk analysis, value engineering, and constructability reviews
Collaborate with operations to align estimates with means and methods
Maintain estimating standards, historical cost data, and best practices
Support proposal development and presentations to owners and agencies
Mentor and develop estimating staff and future leaders
Qualification
Required
10–15+ years of experience in heavy civil construction estimating
Proven leadership experience managing estimating teams and large pursuits
Deep understanding of heavy civil construction methods and cost drivers
Proficiency with estimating software and tools commonly used in heavy civil construction
Strong analytical, organizational, and communication skills
Preferred
Strong background in DOT and public infrastructure projects
