Responsibilities

Exercises the full range of supervisory duties and responsibilities over subordinate positions as defined in the Personnel Law
Prepares solicitations and works with users and County technical representatives to develop specifications for recurring, complex, or unique procurement actions for goods and services
Purchases the highest quality merchandise at the lowest possible price and in correct amounts
Monitors and follows applicable laws and regulations
Develops and implements purchasing and contract management instructions, policies, and procedures
Evaluates and monitors contract performance to ensure compliance with contractual obligations and to determine need for changes
Represents agency in negotiating contracts and formulating policies with suppliers
Negotiates, renegotiates, and administers contracts with suppliers, vendors, and other representatives
Provides training and guidance of lower-level buyers and advice and counsel to all buying groups
Writes and reviews product specifications, maintaining a working technical knowledge of the goods or services to be purchased
Formulates policies and procedures for bid proposals and procurement of goods and services
Prepares and processes requisitions and purchase orders for supplies and equipment
Administers online purchasing systems
Reviews purchase order claims and contracts for conformance to policy and procedures
Researches the availability of state or county contracts that can satisfy an agency's requirement
Researches and evaluates suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history
Analyzes price proposals, financial reports, and other data and information to determine reasonable prices
Maintains and reviews computerized or manual records of items purchased, costs, deliveries, product performance, and inventories
Monitors shipments to ensure that goods come in on time and resolve problems related to undelivered goods
Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work

Required

Bachelor's degree from an accredited college or university with major course work in Business Administration, Marketing, Economics, Retailing and Distribution or related field
Three (3) years of experience in technical procurement work, including considerable experience with automated procurement processing systems
Certification as a Certified Professional Public Buyer (CPPB) certification or kindred equivalent certification from accredited institution/agency such as listed below: Certified Purchasing Professional (CPP), Certified Professional Purchasing Manager (CPPM), Certified Supply Chain Professional (CSCP), Certified Public Purchasing Officer (CPPO), Federal Acquisition Certification in Contracting (FAC-C)
An equivalent combination of education and professional purchasing experience may be considered
Certifications are required. There is no equivalency for certifications

Preferred

Prefer minimum of 5 years of direct procurement experience
