BOB - CONTRACT COORDINATOR

The City of New York is looking to hire a Contract Specialist II for the Department of Transportation Division of Bridges. The role involves managing various forms of contracts and procurements, ensuring compliance with policies and procedures, and collaborating with project managers and engineers to identify procurement needs.

Responsibilities

Utilize various procurement methods, such as M/WBE Non-Competitive Small Purchase, competitive sealed bids, competitive sealed proposals / request for proposals, sole source, and negotiated acquisition procurement methods
Perform detailed administrative review, processing, coordination, and scheduling of Professional Engineering Service Contracts and procurement documentation for compliance with all Agency, ACCO, and Mayoral policies and procedures
Draft contracts and supporting documents and obtain oversight approvals; respond to all related inquiries
Generate and perform tasks through PASSPort for oversight reviews and approvals
Function as liaison with Department of Transportation personnel for all assigned projects, studies, and future construction support services and resident engineering inspection services
Collaborate with project managers, engineers, and other stakeholders to identify procurement needs and develop procurement plans
Assist in the compilation of procurement documents with project teams to be forwarded to the ACCO’s Office for solicitations
Work with Expense team to verify funding prior to expense-funded procurements
Execute tasks in FMS3, e.g. complete RQC1 documents, check current funding availability in budget codes, etc
Update and monitor procurement and Contract Management Action (CMA) tracking reports utilizing Microsoft Excel
Following contract registration in PASSPort, ensure relevant contracts are set-up for invoicing utilizing PASSPort Invoice Functionality completing FCCRs, POCRs, etc. as necessary
Schedule and attend Consultant Selection Committee charging and Technical Evaluations
Perform other related duties

Required

A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA), and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management
A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management
Education and or experience equivalent to '1' or '2' above

Preferred

Knowledge of Procurement Policy Board rules (PPB)
Experience with FMS and Passport
Excellent oral and written communications skills
Proficiency in Microsoft Office Suite applications, Specifically Microsoft Excel
Very good interpersonal and organizational skills
