Systems Engineering Lead
Koniag Government Services is seeking a Systems Engineering Lead to provide technical leadership for complex federal government programs. The role involves guiding multi-disciplinary teams through the systems engineering lifecycle and ensuring compliance with federal standards.

Responsibilities
Lead the implementation and execution of systems engineering processes across the full system lifecycle using V-Model and Agile methodologies
Establish and maintain the systems engineering management plan (SEMP) and associated technical processes
Direct requirements analysis, definition, decomposition, allocation, and traceability activities across all system levels
Manage comprehensive requirements traceability from statutory mandates (such as Title 13) through high-level requirements down to code-level implementation
Chair and facilitate Technical Review Boards (TRB) to evaluate technical approaches, design decisions, and system changes
Lead Configuration Control Board (CCB) activities, ensuring proper evaluation and approval of all system baseline changes
Oversee system architecture development and ensure alignment with enterprise architecture frameworks and federal standards
Conduct and coordinate formal technical reviews including System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), and Test Readiness Reviews (TRR)
Develop and maintain system specifications, interface control documents (ICD), and other technical baseline documentation
Lead trade studies and technical analyses to evaluate alternative solutions and support decision-making
Establish and monitor technical performance measures (TPM) and key performance indicators (KPI)
Coordinate verification and validation activities across integrated test environments
Guide the development of concept of operations (CONOPS) and operational scenarios
Interface with government technical authorities, independent verification and validation (IV&V) teams, and other stakeholders
Mentor and develop systems engineering team members, promoting best practices and professional growth
Ensure compliance with federal systems engineering standards including ISO/IEC/IEEE 15288 and INCOSE systems engineering principles
Manage technical risk identification, analysis, and mitigation activities
Coordinate with enterprise architects, software development teams, and infrastructure teams to ensure integrated system development
Support proposal development by defining technical approaches and systems engineering strategies
Develop and maintain the requirements management strategy and tools infrastructure
Facilitate interface management across multiple system boundaries and external dependencies
Qualification
Required
Bachelor's degree in Systems Engineering, Computer Science, Engineering, Mathematics, or related technical field from an accredited university
12+ years of progressive experience in Systems Engineering across the complete system lifecycle
Extensive experience with both V-Model (traditional) and Agile systems engineering approaches
Demonstrated experience managing Technical Review Boards (TRB) and Configuration Control Boards (CCB)
Proven track record tracing requirements from statutory or regulatory mandates (such as Title 13 U.S. Code) down to code-level implementation
Experience leading systems engineering activities on complex federal government programs
Active or ability to obtain a Public Trust Clearance
Expert knowledge of systems engineering lifecycle processes and methodologies (V-Model, Spiral, Agile SE)
Demonstrated experience managing Technical Review Boards (TRB) and Configuration Control Boards (CCB) with formal change control processes
Advanced proficiency in requirements management and traceability from statutory/regulatory requirements through design and implementation
Strong understanding of requirements engineering principles including elicitation, analysis, specification, validation, and verification
Experience with requirements management tools (DOORS, Jama Connect, Azure DevOps, or similar)
Deep knowledge of system architecture development and documentation practices
Expertise in verification and validation planning and execution
Strong understanding of interface management and system integration principles
Knowledge of configuration management and baseline control processes
Proficiency in technical risk management methodologies
Experience developing and reviewing technical specifications, interface control documents, and system design documents
Understanding of test and evaluation processes including integration testing, system testing, and acceptance testing
Familiarity with model-based systems engineering (MBSE) concepts and tools (SysML, Cameo, MagicDraw, or similar)
Strong knowledge of federal systems engineering standards (ISO/IEC/IEEE 15288, EIA-632, INCOSE Systems Engineering Handbook)
Excellent leadership and team coordination skills with ability to influence cross-functional teams
Exceptional communication skills with ability to present complex technical information to executive leadership and government stakeholders
Strong analytical and problem-solving abilities for complex system challenges
Experience with Earned Value Management (EVM) and understanding of technical performance measurement
Knowledge of software development lifecycle (SDLC) and how it integrates with systems engineering processes
Ability to work effectively in both Waterfall and Agile/hybrid development environments
Strong documentation skills and attention to detail
Experience supporting formal program reviews and government oversight activities
Preferred
INCOSE Certified Systems Engineering Professional (CSEP) or Expert Systems Engineering Professional (ESEP) certification
Advanced degree (Master's or Ph.D.) in Systems Engineering or related technical field
Project Management Professional (PMP) certification
Experience with specific statutory requirements such as Title 13 U.S. Code (Census confidentiality) or similar federal mandates
Knowledge of Data Management Body of Knowledge (DMBOK) and data architecture principles
Experience with Department of Defense Architecture Framework (DoDAF) or Federal Enterprise Architecture Framework (FEAF)
Familiarity with NIST Risk Management Framework (RMF) and system authorization processes
Experience with cloud systems engineering in AWS GovCloud or other federal cloud environments
Knowledge of Zero Trust architecture principles and security engineering integration
Experience with DevSecOps practices and CI/CD pipeline integration with SE processes
Understanding of artificial intelligence/machine learning (AI/ML) systems engineering considerations
Familiarity with SAFe (Scaled Agile Framework) and Agile systems engineering practices
Experience with digital engineering transformation initiatives
Knowledge of modeling and simulation (M&S) tools and techniques
Experience working with legacy system modernization programs
Familiarity with federal IT service management frameworks (ITIL, FitSM)
Experience supporting Department of Defense, Intelligence Community, or civilian agency programs
Understanding of human systems integration (HSI) and human factors engineering
Knowledge of reliability, availability, and maintainability (RAM) engineering
Published papers, presentations, or contributions to systems engineering community of practice
Experience with supply chain risk management (SCRM) in federal contexts
