Executive Agency Counsel
The NYC Department of Housing Preservation & Development promotes quality and affordability in housing for New Yorkers. As an Executive Agency Counsel, you will serve as a senior legal advisor, handling complex legal issues related to property tax exemptions and abatements.

Responsibilities
Perform difficult and complex legal work related to tax incentives and housing supervision with significant financial, procedural and policy consequences, with a particular focus on litigation assistance related to tax incentives compliance enforcement and real property tax benefit application denials
Analyze federal, state and local statutes and regulations
Draft and/or review proposed state and local legislation and regulations as well as litigation papers prepared by the New York City Law Department
Counsel senior agency staff
Handle other complex legal issues
Qualification
Required
Admission to the New York State Bar
Four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar
Eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment
Preferred
Excellent writing, legal research, and analytic skills, and attention to detail
Ability to draft legislation and rules
Ability to review and analyze proposed legislation and rules and digest impacts on the Agency
Ability to liaise with litigation to protect Agency programs and processes
Excellent interpersonal and communication skills
Ability to work independently or as a part of a team
At least seven years of relevant experience
