Responsibilities
Own cross‑workstream delivery and outcomes; set, track, and enforce critical path and inter‑team dependencies
Establish and maintain the single version of truth for scope, timeline, risks, and dependencies using Jira evidence
Drive executive‑level readouts that surface tradeoffs and force timely decisions; escalate decisively when needed
Intervene when workstreams stall or diverge; re‑sequence plans to maintain momentum and protect launch goals
Act as gatekeeper for inbound asks: allow low‑impact items; require leadership review for anything that risks the committed roadmap
Ensure teams use Jira correctly; build cross‑project dashboards and dependency/risk views that change behavior, not just reporting
Partner with vendors (e.g., Amdocs) to enforce scope, delivery quality, and accountability across contracts/SOWs
Know the program cold—roadmap, feature content, and team makeup down to the dev level—and lead timelines (engineers don’t set dates)
Qualification
Required
10+ years in program/technical program management, with 5+ years leading multiple concurrent workstreams (10+ teams; mixed vendor environments)
Proven success governing vendor‑led delivery (SI/SaaS/telecom preferred) and re‑sequencing work to unblock delivery
Large‑scale transformation experience (legacy → modern stack) across telecom/billing, ERP, network, or enterprise integrations
Executive presence with the judgment to say no, escalate missed commitments with facts, and report directly to VP/SVP/C‑level stakeholders
Jira power user (not admin): can navigate 10–20 projects, build cross‑project dashboards/dependency views, and analyze commit vs. actual to spot fake progress/status gaming and backlog inflation
Ability to operate in ambiguous, politically complex environments and stabilizing/rescuing troubled programs
