Responsibilities
Provide technical support for HRIS/CAPPS, Texas.gov Digital Identity Solution (TDIS), and Universal Human Resource (UHR) systems, and partner internally and externally as applicable with Texas Comptroller of Public Accounts (CPA) and DPS divisions, e.g. Information Technology (IT), Finance, and Training Operations Division, etc
Coordinate and participate in UAT for HRIS, partnering with divisions, HR, and CPA
Provide change management for the agency surrounding various modules in HRIS including but not limited to employee self-service (ESS), manager self-service (MSS), HR, Time & Labor, Performance Management (PM), Recruiting, TDIS log in changes and notifications of system outages/issues. Conduct various HR internal training with teams, as well as training for Divisions and/or Regions related to HRIS technical changes
Process security requests and perform/participate in security audits including but not limited to HRIS, Uniform Statewide Payroll/Personnel System (USPS), CPA ticketing center, CPA-defined Level 1 support, security coordinators, State of Texas Employment History Web application, and Emergency Leave Reporting application
Provide HRIS Time and Labor policy and statute support to the agency
Create and distribute various reports from HRIS including but not limited to HR and Time & Labor
Enter tickets into the CPA and DPS ticketing centers and track tickets through completion regarding fixes, enhancements, configurations, and informational requests
Monitor new hire email population into HRIS and partner with divisions, IT, and CPA as applicable when issues arise
Analyze and translate human resource business requirements into business processes
Track and fully document changes for functional and business specifications; write detailed universally understood procedures for permanent records and for use in training
Monitor and recommend processes to improve workflow efficiency, productivity, customer service, quality assurance, and compliance with applicable policies, laws, and regulations; and communicate/disseminate changes as appropriate and/or directed
Conduct HR data-related audits to ensure compliance with policies and procedures, e.g., HRIS transactions, leave entries, HRIS procedures, and Benefits leave programs. Identify and address discrepancies and trends, determine course correction as applicable, and communicate findings using constructive and supportive techniques
Maintain, review, prepare, and analyze a wide variety of human resource items including but not limited to automated systems, files, records, correspondence, and reports
Participate and coordinate Fiscal Year End processes, procedures, and updates. Serve as the liaison between CPA, HR, Position Control, and Payroll as applicable
Assess, coordinate, and update configuration changes in HRIS including but not limited to Time & Labor, Agency Tree, department names/numbers, and location codes
Complete open records requests from HRIS reports
Participate in training agency staff on processes, rules, policies, and regulations related to human resources management including the relationship to HRIS/CAPPS actions
Attend work regularly and observes approved work hours in accordance with agency leave and attendance policies
Perform other duties as assigned
Qualification
Required
Minimum three (3) years' comprehensive experience with CAPPS HR, including a working understanding of data elements, processes, and how they interplay with the various modules
Minimum two (2) years' experience with HR processes required
If driving is required, must have and maintain a valid driver license
Working knowledge of, or the ability to rapidly assimilate, information related to DPS policies and procedures, and relevant State and Federal laws, statutes, regulations, and guidelines
Knowledge of HR Management principles and public sector best practices; and related laws, statutes, and regulations; and State record retention requirements
Proficiency with CAPPS HRIS, ATS, PM modules; UHR and its downstream applications; as well as Microsoft Office, SharePoint, USPS, and ability to learn new software/systems as they are introduced by Texas CPA and/or DPS
Must be skilled in organizing and refining complex datasets and raw data exports from the HRIS into well-structured, reader-friendly formats that facilitate informed decision-making
Must demonstrate an ability to exercise poise, tact, diplomacy and be able to establish and maintain effective working/professional relationships with internal/external customers with a focus on achieving positive outcomes

Must possess excellent verbal and written communication skills with the ability to confidently present to various and diverse audiences in multiple formats (e.g., in-person or virtual)

Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and effectively resolve and prevent recurrences of problem conditions
Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information
Availability for after-hours and weekend work may be required. This position may have the ability to telecommute based on the needs of the division/agency
Preferred
Graduation from an accredited four (4) year college or university with major course work in a field relevant to the work being performed, e.g., Human Resource Management, Business or Public Administration, Computer Science, Business Analytics, or a related field is preferred
Experience in business analysis methodologies; in analyzing and evaluating complex information technology/HRIS applications, policies, and issues; and in developing creative and workable solutions to complex problems and issues preferred
Experience in analyzing and interpreting HRIS-technical information, including regulations, policies, and automation system documentation/specifications preferred
