Responsibilities

Independently advises leadership and other key stakeholders on leading cloud practices, architectural approaches, technology and business requirements, industry trends, and the broader Federal Reserve Board architecture landscape. Directs the process for and/or participates in creating and suggesting solutions that deliver business outcomes
Makes decisions that provide direction for the technical architecture and roadmap for cloud capabilities and migrations. Has expert skill in developing and propagating adoption of developing standards, frameworks, patterns, and processes to benefit the Board and/or division and manages the implementation and technical solutions and knowledge of standards and practices which impact cloud technology (such as NIST, ISO)
Directs more junior staff and/or develops cloud architecture across diverse areas including organizational structure, application development, identity and access management, network and data management, integrations, and security. Reviews and approves the process of and/or participates in the development of architectural artifacts to lead the delivery of a successful implementation of cloud practices and solutions. Ensures compliance of solutions to architectural standards
Mentors more junior staff and/or provides designs for engineers on projects on how to deliver programmatic elements of the implementation of the cloud architecture
Independently architects cloud-native, hybrid, or multi-cloud solutions to meet the Board and divisions’ needs. Focuses on secure and scalable architecture needs, including how scalable a system’s infrastructure is to accommodate growth, reducing costs, planning migrations, etc
Utilizes expert knowledge of cloud architecture and technologies to lead trainings, workshops for team members and/or communities of practice. Independently engages with technical stakeholders in the Division and across other divisions to help them understand how their systems work
As a technical expert, decides the technical direction of the team and integration with the Board and/or division. Mentors other technical and development team members in new technologies associated with evolving architecture to help them deliver the best solutions given the cloud environment and technical needs of the division
Researches and stays up to date on the current cloud platform and the latest available cloud technologies and providers, different methods for building products in a cloud native manner, and on the appropriate use cases of cloud technology over on-premises technology. Acts as a visionary by leading the direction for the analysis of the technology environment to detect deficiencies, gaps, and opportunities. Independently works with leadership to prioritize, initiate, and implement technology efforts aimed at finding more efficient solutions to common problems
Guides the migration, management, and modernization of cloud processes and procedures in collaboration with cloud engineers, architects, and cybersecurity professionals to ensure the integrity of the solutions meet enterprise standards and policies
Has expert knowledge of cost-benefits analysis and methods for conducting them. Directs conducting of Analysis of Alternative (AoA) to evaluate different systems architecture designs including the cost-benefits

Required

Bachelor's degree or equivalent experience
8 years of experience
Expert knowledge of the industry and/or Federal Reserve technology and solution development methodologies, standards, and architecture frameworks
Excellent organizational, project management and problem-solving skills
Expert level of clear, concise, and effective verbal and written communication, including the ability to effectively explain complex technical information to technical and non-technical contacts, business customers, and senior management
Demonstrated expert experience in data architecture, modeling, integration, design, data flow management, data security, cloud technology, and quality engineering to implement various cloud architecture
Success in planning and support of cloud-centric integration
Excellent initiative, innovative thinking skills, and the ability to analyze details and adopt a big-picture view
Ability to work cross-functionally to solve highly visible and complex problems and implement changes, exercising tact to ensure cooperation between clients and staff
Ability to analyze decisions and actions for their support of the division's and/or the Board's strategic direction
Considerable judgment in addressing issues arising from data and product management projects and works with senior management to resolve the most highly visible, complex problems
Expert technical competence across a broad and diverse range of subject areas
Ability to mentor more junior staff through and/or direct large division projects and may work on projects across the Federal Reserve System
Authoritative source in multiple defined technical domains and possess a strong working knowledge regarding broad industry segments
Ability to extensively probe and analyze problems to determine their nature and scope through use of data collection and advanced analytical skills
Responsibilities extend from intra-divisional to System-wide
Work is essential to the Board's missions and has a direct effect on many persons at the Board, throughout the System, and at all associated non-governmental/governmental agencies
Assigned tasks are major and of highest complexity in scope and mistakes could result in schedule delays, the loss of productivity for the user community, and/or diminished reputation for the division, Board or Federal Reserve System
Establish criteria for work performed; formulate projects; assess system performance; and investigate unusual conditions or problems that affect the system
Work performed at this level may affect the availability and performance of the entire computer resource for extended periods of time
Perform analysis of new technologies which may be employed throughout the Board and provide recommendations
Requires expert communications skills
Contacts are often with division leadership, but also with staff at all levels; a significant degree of coordination and contact with other units/sections/divisions may also be required
Ability to explain to cross-team or cross-divisional partners items of high levels of complexity
Regularly interacts directly with officers and managers to direct a wide variety of programs and issues
Utilizes skills in negotiation and persuasion in performing duties and influencing support for change
Ability to construct clear and concise written work and applies an increasingly advanced understanding of grammar, sentence structure, and intended audience(s) to the process of writing and editing such work
Ability to work well in group settings and express oneself clearly, both orally and in writing
