Responsibilities

As Chief, assigns work to subordinate supervisors, ensures timely performance of a satisfactory amount and quality of work, and resolves problems presented by subordinate supervisors
Collaborates with heads of other units to coordinate work and advises higher level officials of problems impacting on broader programs
Establishes performance standards, evaluates performance of subordinate supervisors and reviews evaluations made by supervisors, makes selections for nonsupervisory positions, recommends selections for supervisory positions, hears and resolves group grievances and serious employee complaints, reviews serious disciplinary cases involving key employees and resolves training problems
Carries out position management responsibilities of organizing and controlling work in a way that makes for maximum productivity and effectiveness, while keeping costs at a minimum
Acts as career advisor to engineers interested in careers in hydraulics) reviews career and performance appraisals by subordinate supervisors, hears group grievances and serious employee complaints, encourages equal employment opportunities, and nominates employees for advanced schooling in universities and DOD installations
Evaluates disciplinary measures, promotes a training program and emphasizes an accident prevention program
Directs District hydraulic and hydrologic engineering studies for pre-authorization, pre-construction and operational planning of projects and their effects
These studies include basic data analysis; determination of storage requirements; design of spillway, outlet works, and channel sizes and operation; establishment of land acquisition and relocation guidelines; and determination of project effects offsets for economic and environmental evaluation by others
Prepares reports of study results for review by higher authorities
Directs hydrologic studies of flood plains for nonstructural alternatives including flood plain management, flood plain zoning, flood proofing and warning systems
Furnishes information to state and local agencies for flood hazard determination and to the Federal Insurance Administration for flood insurance evaluations
Supervises flow regulation and storage utilization in all projects under construction or in operation for flood control, navigation, water supply, water quality control, recreation, fish and wildlife, and other purposes
Coordinates project regulations for hydropower with higher authorities and other agencies
Supervises accounting of conservation storage withdrawals and coordinates with water rights and compact agreements
Furnishes information on project regulations to higher authorities and the news media during emergency conditions
Supervises hydrologic basic data collection, and coordination with state and federal agencies
This requires an extensive network of streams, gaging stations for volume and quality determinations, sediment stations and precipitation stations which are evaluated annually and modified to meet current needs
Supervises the development and maintenance of software and hardware necessary to acquire, process and disseminate information in accordance to the Corps Water Management System (CWMS) platform
Evaluates existing and future programs; determines budget, workforce, and space requirements; evaluates organizational efficiency; and recommends changes to higher authority
Cooperates with other organizational elements of the District in negotiating and coordinating work changes which affect other units
Advises higher level officials on problems involving the relationship and impact of hydraulics on broader programs
Reviews and implements Corps policies; furnishes information for recurring reports; and participates in management improvements, cost reduction, suggestion, and other programs
Serves as technical advisor to and representative of the Chief, Engineering and Construction Division, on matters related to the Hydraulics Branch
Represents the District at top level conferences and discussions with other federal, state and local agencies and higher authorities
Acts with authority on current and proposed programs and maintains cooperative relationships
Provides expert hydrologic testimony in land condemnation, damage suits, hearings, or evaluations concerning Tulsa District projects

This position requires the services of a registered engineer
Safe work practices are an integral part of this position. Incumbent is required to know, comply with, and promote prescribed safety rules and regulations
Ensures that internal controls are adequate to prevent waste, fraud and abuse of resources
Minimum Education Requirement for all Engineering series: A bachelor's degree in engineering from an ABET accredited program
To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Minimum Experience Requirement: One year of specialized experience equivalent to the GS-13 level in Federal service, which includes: 1) Leadership; 2) Organizational Awareness; 3) Planning and Evaluating; 4) Technical Competence
All positions require the applicant to be a citizen of the United States
Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment
A trial or probationary period may be required
A supervisory probationary period may be required

This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time
This position is eligible for situational telework
This position requires the following training/certifications prior to employment or within a specified period of time after appointment
Professional Engineer: The duties of this position require the incumbent to possess and maintain a license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories
