Senior LPD Class Military Analyst
Serco Inc. is seeking a Senior Military Analyst for a NAVSEA program to support the US Navy and its commercial partners. The role involves assisting in the development and maintenance of Microsoft Office based products for LPD Class ship modernization and sustainment operations, as well as providing direct support for planning, budgeting, and installation execution.

Responsibilities
Support Class Managers in planning and scheduling modernization and sustainment alterations across the LPD platform
Synchronize modernization technical planning with funding lines (OMN, OPN) to ensure executable installation packages
Track, validate, and prioritize financial requirements across CLINs supporting alteration design, engineering, and installation (e.g., CLIN 2/4 DSA Production and Engineering Support)
Manage execution reporting, late-add funding requests, and delta funding associated with technical maturity or emergent Fleet requirements
Develop and maintain installation planning artifacts (Fielding Plan, Poker Chip, APS) to ensure scheduling and funding readiness
Conduct risk assessments related to cost, schedule, and technical maturity; recommend mitigation strategies to leadership
Maintain and validate modernization data within NDE and the Navy Modernization Process (NMP) to ensure alignment with planned budgets and technical baselines
Support Cost Model teams in budgeting efforts including POM, PB, DON submissions, and Final Snapshot Summary (FSS) updates
Prepare executive-level briefs, reports, and Microsoft Office deliverables summarizing modernization cost, schedule, and capability impacts
Supports planning and oversight of multi-million-dollar annual modernization and sustainment budgets for LPD lifecycle execution
Analyzes cost impacts of schedule deferrals, late technical changes, and installation growth
Validates cost realism and funding sufficiency of modernization packages before authorization
Provide a lead role in providing direct support to the LPD Class Ship Manager for the complete life cycle (Availability) of each modernization period at ship level. This will involve working with other members of the SPM support team and ensuring accuracy and consistency in government deliverables
Ensure LPD Class maintenance and modernization alterations are properly planned and scheduled, fully developed to maturity, and authorized for installation for each Availability in accordance with applicable fielding plans
Assist in preparing or coordinating the preparation of Microsoft Office based products
Collaborate with stakeholders regarding technical, logistics, and other fleet issues and coordinate resolution of these issues
Attend meetings, draft written reports, and provide recommendations
Perform additional duties and responsibilities as assigned by the Ship Manager
Qualification
Required
An Active U.S. Government DoD Issued Secret Clearance
Bachelor's degree with minimum 5 years of relevant work experience
Experience with Navy ship modernization, alteration planning, installation scheduling, or lifecycle readiness
Former Navy enlisted, officers, government civilians, or industry professionals with shipboard modernization experience encouraged to apply
Ability to prioritize and complete assigned tasking and represent Military and Government leaders at technical meetings
Advanced Excel and Word proficiency
Ability to travel 10%
Preferred
Experience with Navy Data Environment (NDE), Navy Modernization Process, Ship Change Documents, or Availability Planning is a PLUS
Familiarity with Navy funding processes (OMN/OPN), availability planning, cost modeling, or engineering support preferred
