HMA Quality Control Manager

Responsibilities
Adhere to and follow all safety rules and regulations of MSHA/OSHA/DOT and Pennsy Supply, Inc
Drive a culture of safety as well as the organizational safety initiatives within the Hot Mix Asphalt Quality Control group
Demonstrate and communicate our core value of Putting Safety First in all we do and promoting safety as a shared, uncompromised value

Provide leadership and direction to the Quality Control team to ensure high quality, efficiency, and service
Exhibit leadership principles with the Quality Control and Hot Mix Asphalt teams and continue to grow in leadership
Drive Key Performance Indicators (KPIs) including mix optimization, design optimization, recycle efficiency, and bonus capture
Develops and analyzes statistical data and product specifications to determine present standards and establish proposed quality and reliability expectancy of finished products
Responsible for monitoring quality of raw material at sites and working with team to maintain and improve
Formulate and maintain quality assurance objectives and coordinate objectives with production procedures in cooperation with other plant managers to maximize product reliability and minimize cost
Plan and prepare for mix designs and lead design scheduling efforts
Direct employees engaged in inspection and testing activities to ensure continuous control over materials, facilities, and products
Plan, promote, and organize training activities related to asphalt products quality and reliability
Investigate and address customer complaints regarding asphalt quality
Manage and schedule all Quality Control personnel in coordination with the Ready Mix Concrete Quality Control Manager, Aggregate Quality Control Manager, and Lead Technicians
Participate in PennDOT pre-pave meetings
Visit projects and engage with customers and crew to ensure we are providing quality product and continuously improving
Participate in industry associations as needed
Support hiring, retention, and development of Quality Control technicians
Oversee NECEPT Certification program and schedule training/certifications/recertifications as needed
Responsible for communications with the Department of Transportation (DOT) regarding lab/plant/field
Responsible for Hot Mix Asphalt density and mix issue resolution
Support team in troubleshooting mix issues at plants and in the field
Support and lead material research and development, new technologies, and processes
Collaborate with sales team to resolve customer and agency issues and to be proactive on projects
Responsible for maximizing bonus and reducing/eliminating any quality penalties
Supports development of Hot Mix Asphalt strategy leveraging Quality Control to maximize cost and plant efficiency and development of operational and market strategies
Support pre-bid planning, including mix pricing and design/placement specifications
Collaborate with agencies including PennDOT, township and other third party assigned by owners to be proactive in producing and resolving any issues that arise
Lead Quality Control performance and process initiatives including Event Learnings, Pre-Pave Meetings, weekly planning, and other best practices
Responsible for administrative responsibilities including Viewpoint mix setups, Prism, Targets, mix pricing sheets, Stonemont, and APEX
Participate in and support committees as needed including Divisional Performance Committees

Qualification
Required
Bachelor's Degree from four-year College or University; or 3 or more years of related experience; or an equivalent combination of education and experience
3 or more years of related experience in Quality Control or related exposure from other function in industry
2 or more years of managing, coaching and leading people in a team environment
Ability to work independently with attention to detail
Able to follow direction and work effectively in a team environment
Detail orientated with strong organizational skills
Skilled at resourcing, interpreting, effectively navigating and leveraging material quality specifications
Excellent computer skills and proficient in Word, Excel, Outlook, etc
Must have a positive attitude and team player
High level of responsiveness
Display a professional and courteous attitude to co-workers, supervisors, customers, and the general public at all times
Ability to function in a fast-paced environment
Ability to effectively prioritize to meet long term and short-term deadlines
Ability to respond to stressful situations, co-workers, and customers in a professional, courteous demeanor
Must be 18 years in age or older
Must pass pre-employment physical, drug screen and criminal background check
Strict adherence to safety requirements and procedures as outlined in the Employee Handbook
Willingness to work in a team environment and assist co-workers or supervisors with other duties as required
Must be willing to travel and work away from home when required
Must be willing to work nights and weekends when necessary
Mobility to attend various meetings and events at offsite locations
Hours are extended throughout the year to include nights and weekends when necessary
The employee must occasionally lift and/or move up to 50 pounds
Preferred
3 or more years of related experience in Quality Control or related exposure from other function in industry
2 or more years of managing, coaching and leading people in a team environment
PennDOT Asphalt Plant Level 2 certified, Superpave Mix Design certified, or related
Experience in training others on technical aspects of quality control
Agency/customer facing experiences where negotiations, relationships and conflict resolution were exhibited
Experience in communications/presentations to various groups across a business
Experience in driving group/department performance
