Responsibilities

Serves as Chief, Infrastructure Support Section. Responsible for bridge safety, dam and levee safety inspection, structural engineering support to the dam and levee safety program, surveying, and dam and levee safety instrumentation maintenance within the District to include 1) ensuring the District's compliance with applicable engineering regulations and guidance from higher authority for all bridge safety related programs; 2) ensuring the District's compliance with applicable engineering regulations and guidance from higher authority for all dam and levee safety structural engineering related programs; 3) ensuring the District's compliance with applicable engineering regulations and guidance from higher authority for all dam and levee safety surveying and instrumentation related programs
Plans and reviews work, sets priorities and makes assignments. Ensures timely performance of a satisfactory amount and quality of work. Evaluates performance, gives advice and counsel on work and administrative matters, interviews candidates for employment, and recommends personnel actions. Resolves or refers to complaints and grievances, effects minor disciplinary measures, and recommends action in more serious cases. Grants leave, identifies developmental and training needs of subordinates, and provides for such training and development. Furthers equal employment opportunity. Ensures fairness in employee selections, work assignments, rewarding performance, training and other personnel management matters. Carries out position management responsibilities of organizing and controlling work in a way that makes for maximum productivity and effectiveness, while keeping costs at a minimum
Coordinates and develops the sections budget with Operations and PPMD. Ensures timecards are correct, and all budget issues are resolved
Supervises the District Bridge Safety Program Manager and bridge safety structural engineers. Coordinates reports, policies, standards and procedures to implement the bridge safety program objectives as directed by higher authorities. Supervises execution of a program of continuing evaluation of all applicable bridges, ensuring that current and reliable information is readily available for use during an emergency or problem situation
Coordinates reports, policies, standards and procedures to implement the structural inspection and assessment program as directed by USACE regulations and standards. Supervises the District Operations/Inspection HSS Engineer and other dam and levee safety structural engineers. Ensures all Periodic Inspections and Assessments have adequate structural engineering support
Supervises the infrastructure safety surveying crew. Ensures all surveys are in accordance with the district’s standards and deliverables are of a high quality. Ensures that each dam is surveyed at a minimum of every other year
Ensures that all dam safety instrumentation is cleaned/maintained every 5 years. Ensures that all policy and standards are met. Supervises the maintenance crew and ensures they have the resources required to meet standards

Required

Professional Engineering or Professional Geologist Registration is required

Minimum Experience Requirement: 1 year, equivalent to at least the next lower grade level
All positions require the applicant to be a citizen of the United States

Direct deposit of pay is required
This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time
Professional Engineer: The duties of this position require the incumbent to possess and maintain a license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories
