Responsibilities

As the District's recognized technical expert, the incumbent provides technical evaluation of the stability, structural integrity, and the capability of a structure to withstand the design conditions of seepage and uplift pressure of earth dams levees, and appurtenant structures for the District's 25 flood control dams, and the 3 major and 5 minor federally constructed levees, which are located in Texas with broad geographical, climatological, socio-economic and geologic diversity
Directs the design of features for major rehabilitation, dam safety assurance, and routine maintenance and repair of earth dams, levees, and appurtenant structures for the District
Other duties which provide support to the diversified mission of the District include review of designs, plans and specifications and ongoing construction of the geotechnical aspects of civil projects and providing guidance in broad areas of geotechnical engineering and geological engineering
Provides support to other Corps of Engineer Districts, Divisions, HQUSACE and other Federal and State agencies, and to municipal and private owners
Provides expert technical assistance for the establishment of Dam Safety programs for Federal, State, Municipal and private owners of dams and levees
Advises the dam safety unit of the Texas Natural Resources Conservation Commission, chartered levee districts, and other organizations dealing with the safety of dams and levees
Provides inspection and evaluation of non-Federal projects when requested by the Texas Natural Resources Conservation Commission or levee district to determine whether public safety is threatened and to recommend appropriate emergency action or remedial repairs
Provides technical assistance to the training for owners and operators of non-Federal dams
Provides technical advice for design of repairs and rehabilitation for non-Federal dams when requested by the Texas Natural Resources Conservation Commission
Provides technical advice and consultation to other agencies and private owners for methods and techniques for evaluating the effectiveness of seepage control devices, and for methods for replacing or repairing damaged or defective features
Serves as technical advisor to the SWD Dam Safety Committee, making evaluations and recommendations for dam safety actions at projects throughout SWD
As the District's technical specialist in dam safety and the design of embankments and foundations, he provides quality control review of peer work in these specialty areas
The incumbent independently reviews the work accomplished by others to provide verifications of the design assumptions, the methods, procedures and material used in the analysis, the alternatives evaluated, the appropriateness of the data used and the level of data obtained and the reasonableness of the results, including whether the product meets the needs of the customer, and is consistent with law, regulation and public policy
Serves as a technical specialist for the establishment and implementation of the dam safety program
Provides technical direction of instrumentation and monitoring programs for all District dams and levees, for other COE Districts and HQUSACE when requested
Provides technical support and direction to the Periodic Inspection program
Provides dam safety inspection and evaluation of flood control structures during flood events to provide for public safety and to prevent major property damage
Develops and coordinates implementation of a program for the systematic evaluation, maintenance, and repair of critical features of embankments and levees which include toe drains, relief wells, filter blankets, replacement of deeply buried seepage control features whose failure would be critical to the safety of the project
Serves as special technical consultant to the District Dam Safety Committee and makes recommendations on all aspects of the dam safety assurance program
Functions as team leader for the Emergency Response Team with responsibility for implementing, coordinating and reporting on reaction to emergency conditions to District dam projects
During emergency situations, the incumbent reports to the Commander with authority to act as the District's spokesperson and commit resources as necessary to protect human lives and property
During emergency situations, the incumbent acts independently and is fully responsible for engineering judgment and advice, which is often taken under very stressful conditions
Serves as the Dam Safety Program Manager for the District and schedules meetings, prepares the agenda for the meeting, and prepares the minutes of the meeting
Responsible for maintaining the files, including minutes of meetings, appointment of members, and appointment of the Dam Safety officer, and reporting and coordinating activities
Coordinates and prepares Dam Safety Assurance and Major Rehabilitation Reports and Design Memoranda to incorporate current requirements and guidelines for risk-based hazard analysis
Directs the preparation of Flood Emergency Plans for each project, directs preparation of revisions and additions to the Flood Emergency Plans, coordinates presentations of Flood Emergency Plans with local government and civil defense agencies responsible for the downstream flooded areas, and provides technical assistance and advice to local government and civil defense agencies in implementing the plans, including preparation of evacuation plans and warning systems
Provides technical advice and direction to contractors for preparation of Training Aids for Dam Safety
Provides dam safety training for in-house and contract maintenance personnel on projects

PROFESSIONAL ENGINEERING REGISTRATION IS REQUIRED

Minimum Experience Requirement: 1 year equivalent to at least next lower grade level
All positions require the applicant to be a citizen of the United States

This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time

Professional Engineer: The duties of this position require the incumbent to possess and maintain a license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories
