Outside Plant Engineer III

Responsibilities

Design and engineer aerial and underground FTTH networks, including backbone, distribution, and drop architectures, utilizing conduit, direct-buried, and existing duct systems
Develop construction-ready design packages, including fiber routing, splice plans, cabinet and equipment placement, make-ready analysis, and coordination of pole attachment requirements with joint-use utilities
Prepare and review project budgets, bills of materials, and unit labor costs, applying cost-efficient design principles aligned with ISP network standards and long-term growth strategy
Collaborate with cross-functional teams to troubleshoot network outages and support operational continuity across departments
Conduct comprehensive QA/QC reviews of designs produced by third-party engineering firms to ensure compliance with ISP engineering standards, construction guidelines, schedules, and permitting requirements
Evaluate designs for constructability, cost efficiency, and schedule impact, identifying risks and providing clear corrective recommendations as needed
Maintain accurate, audit-ready engineering documentation, including redlines, revisions, and quality control records
Serve as a technical SME for FTTH OSP network design, providing authoritative technical guidance, design interpretation, and engineering support across the ISP organization
Utilize GIS-based design and network inventory systems to develop, analyze, and maintain accurate OSP network designs, spatial data, and as-built documentation
Partner closely with project management, construction, permitting, and operations teams to ensure engineering designs are constructible, compliant, and aligned with project schedules, budgets, and operational objectives
Provide ongoing support to field and construction teams through detailed design clarifications and issue resolution, while actively contributing to the development, documentation, and continuous refinement of ISP OSP design standards, guidelines, and industry best practices
Support local, state, and utility permitting processes by preparing and submitting accurate, detailed engineering exhibits and supporting documentation required for regulatory approvals
Review, address, and respond to comments and conditions issued by utilities and municipal authorities, revising engineering designs as necessary to achieve timely permit approval
Ensure all designs comply with the National Electrical Safety Code (NESC), applicable local and state codes, and right-of-way requirements, while maintaining alignment with ISP engineering standards and construction best practices

Required

Bachelor's degree in Engineering, Telecommunications, Construction Management, or a related discipline, or equivalent relevant experience
Minimum of 5 years of hands-on experience in FTTH Outside Plant (OSP) engineering
Demonstrated expertise in the design of both aerial and underground fiber networks, with a strong understanding of joint-use, make-ready processes, and ISP deployment workflows
Proven experience performing QA/QC reviews of third-party engineering firm designs
Proficiency with industry-standard OSP design and GIS tools such as AutoCAD, ArcGIS, NJUNS, or comparable platforms, coupled with strong communication and technical documentation skills

Preferred

Professional Engineer (PE) or Engineer-in-Training (EIT) designation, with experience supporting large-scale FTTH deployments within an ISP environment
Familiarity with cost estimating, bill-of-materials development, and direct collaboration with construction contractors to support efficient project execution
Strong knowledge of applicable safety and construction standards, including NESC, OSHA, and ISP-specific construction guidelines
