Finance Manager
The City of Liberty, Texas is seeking a Finance Manager to oversee the City's financial operations and provide strategic leadership across various administrative functions. This role involves managing budgeting, accounting, financial reporting, and ensuring compliance with relevant laws and standards while supporting departmental oversight and organizational planning.
Government Administration
Responsibilities
Plan, direct, and oversee all municipal financial operations, including accounting, budgeting, financial reporting, payroll coordination, treasury, purchasing, utility billing, and internal controls
Prepare and administer the City’s annual operating and capital budgets; coordinate departmental budget development and provide financial guidance throughout the fiscal year
Monitor revenues, expenditures, and fund balances to ensure fiscal sustainability and compliance with adopted budgets
Oversee preparation of annual financial statements, audits, and required state and federal financial reports
Ensure compliance with all applicable federal, state, and local laws, regulations, and accounting standards governing municipal finance
Provide supervisory and managerial oversight for assigned departments and divisions, which currently include: Human Resources, Municipal Court, Purchasing, Utility Billing, Library
Support department leaders through coaching, performance management, workload prioritization, and policy guidance
Promote consistent service standards, internal coordination, and customer-focused operations across assigned functions
Serve as a trusted advisor to City Management on financial policy, organizational planning, and operational decision-making
Participate in executive-level discussions regarding City initiatives, capital planning, staffing, and long-range financial sustainability
Assist in development and implementation of policies, procedures, and internal controls
Prepare staff reports, presentations, and financial analyses for City Council, boards, and committees as assigned
Oversee and support financial and administrative systems, including enterprise software platforms
Identify opportunities for process improvements, automation, and efficiencies that enhance accuracy, transparency, and customer service
Foster a culture of integrity, accountability, collaboration, and service excellence
Model professionalism and ethical conduct consistent with public service values
Support succession planning, cross-training, and continuous improvement within assigned departments
Qualification
Required
Bachelor's degree in Accounting, Finance, Business Administration, or a closely related field
Progressive experience in municipal finance, public administration, or a related field
Demonstrated experience in budgeting, financial reporting, and financial management
Strong understanding of governmental accounting, budgeting, and financial reporting principles
Ability to analyze complex financial information and communicate it clearly to diverse audiences
Effective leadership, interpersonal, and organizational skills
Ability to balance technical detail with strategic thinking
Strong customer-service orientation and collaborative leadership style
Proficiency with modern office software and financial systems
Preferred
Supervisory or management experience
Experience with Tyler Technologies software
Experience working in or supporting multiple functional areas beyond finance
